A Study On The Dynamic Adjustment Mechanism Of Maternity Security Allowance In Liaoning Province

With the disappearance of the demographic dividend effect,China has officially stepped into an aging society with fewer children.Fully opened in 2015,our country put forward two child policy,but liaoning as an ageing population,the country’s most prominent province,under the two child policy,the birth rate had increased in recent years,in 2016 the highest level of 6.60‰,the birth rate fell again in 2017,was only about half of the country’s birth rate,namely policy role play only a year,so how to continue to improve the birth rate in liaoning is the imediate problem.For one of the causes of low birth rate in liaoning,the consumer spending brings great economic burden,through carding liaoning birth allowance system and the payment status,found that the current birth allowance system cannot adapt to spending more and more high,so in order to improve the fertility,fertility security subsidies dynamic adjustment mechanism design.This mechanism has three kinds of guarantee schemes,namely,encouragement scheme,prosperity scheme and survival scheme,according to the guarantee level from high to low.The standard of the scheme is the birth rate.When the birth rate of liaoning is much lower than the national one,the encouragement scheme is used to promote the birth rate.When the birth rate of liaoning is basically equal to that of the whole country,the population structure is maintained by the leisure program.When the birth rate in liaoning is much higher than the national birth rate,the use of the survival plan to control the population growth brings resource pressure.Family household consumption expenditure through design questionnaire,to determine the cost of the three schemes security types and levels,including survival safeguard basic income and birth medical treatment cost,well plan again on this foundation in reproductive women fees,these payments to protect,encourage type scheme is to ensure all the spending needs during the whole family.Finally by measuring the country and the liaoning birth rate,determine the liaoning in 2020-2030 type should be used to encourage,can consider to use well plan started in 2031,is under the background of merging two risk insurance fund surplus situation,with encouraging type scheme on the level of spending limit,found the government’s birth medical insurance fund is the upper limit can bear,which encourage family type guarantee the implementation of the subsidy scheme is feasible.The first innovation of this paper is to optimize the birth allowance system,namely to design the dynamic adjustment mechanism of birth insurance allowance,which is an upgraded version of the existing birth allowance.The second is to make innovations in research ideas,and find the most effective way to improve the birth rate in liaoning province by systematically analyzing various consumption expenditures of women during pregnancy,childbirth and lactation.At the same time,there are also some shortcomings in this paper.In terms of the distribution of questionnaires,no deeper sampling is carried out.The respondents are only selected to the urban area,not to counties and towns.
