Research On The Impact Of Logistics Policy On Improving The Competitiveness Of Urban Logistics

Modern logistics,especially urban logistics,is an important foundation for the coordinated development of economy,society and environment.At present,China is in a critical period of industrial upgrading,and the government has paid more and more attention to the importance of logistics development.In order to improve the efficiency of resource allocation,a variety of policies,laws and regulations have been issued successively to guide the development of logistics industry.Based on the analysis of the demand and evolution of urban logistics,the planning and dynamic management of urban logistics hub,and the coordinated operation and management of urban logistics service,the major project subject of National Natural Science Foundation of China"Urban Logistics Management" focuses on the analysis of urban logistics demand and evolution.Urban logistics performance evaluation and policy design and Beijing logistics management five aspects of research.According to the needs of urban logistics performance evaluation and policy design sub-topics,this paper breaks through the past logistics research is mostly limited to engineering management,supply chain,cold chain and procurement,and so on.This paper studies the competitiveness of urban logistics from the perspective of logistics policy and institutional economics,in order to find out the problems,the theoretical basis,the analysis of the problems,and the solution of the problems.Finally,a policy suggestion system is put forward to carry on the research.Firstly,taking Beijing as a typical empirical research object,this paper makes a statistical analysis on the classification of logistics policies in China,and probes into the mechanism of different logistics policies on the competitiveness of cities from three aspects:economic environment,traffic supply and demand.Secondly,the impact path model of logistics policy on urban competitiveness is constructed,including socio-economic subsystem,environmental subsystem and distribution capacity subsystem,and the appropriate policy parameters are determined.Aiming at the results of simulation analysis,this paper compares the changes of urban logistics competitiveness index under different logistics policy situations from the policies with better simulation results.On this basis,a policy recommendation system based on the economic law and cycle of logistics industry development is put forward,which focuses on investment promotion and preferential tax policy promotion in the initial stage of development.The middle period of development focuses on the policy promotion of talents and the input of scientific and technological factors,and the mature period focuses on the promotion of level,environmental protection and sustainable development.
