With the continuous improvement of the level of economic development,people’s attention to food safety has reached an unprecedented height since the reform and opening up.Food safety is not only related to people’s physical health,but also an important consideration of the social harmony and stability,as well as China’s international status.The "Sanlu incident" that shocked the whole world in 2008 pushed the security problems of dairy products in the teeth of the storm.A lot of China’s dairy products enterprises are small and medium-sized,the market share of each enterprise is limited,the result is that the industry concentration of dairy products is not high in China,and the competition is quite intense.Therefore,the effect of improvement of industry concentration of dairy products on improving the quality and safety of dairy products is the core of this paper.Viewing the frequency of dairy products security incidents in recent years,we know that the frequent occurrence of dairy products security incidents can’t be fundamentally curbed if we only rely on the control and supervision of the government、media or other third party institutions.The safety problem of dairy products is still widespread in China.Therefore,this article focuses on the analysis of the relationship between changes in industrial concentration of dairy products and the quality and safety of dairy products in the process of industrial evolution.This paper first carries out theoretical analysis,then empirical analysis in the light of the actual situation of our country on this basis,and finally draw the corresponding conclusion.The safety of dairy products is systematically analyzed in this paper,with the industrial concentration degree as the starting point of view and the qualitative and quantitative analysis as the main method.Firstly,this paper systematically reviews the measurement base,calculation method,industry concentration degree,market structure classification and the influence factors of industrial concentration degree of the industry concentration degree theory.Secondly,this paper reviews the development process and current situation of dairy industry in China,and at the same time analyzes the industrial concentration degree,and discusses the conclusions that there is still a huge consumer market,dairy products quality and safety problems are serious,and the reduction of profit of dairy products.Next,this paper demonstrates that the improvement of industrial concentration degree can improve the quality and safety level of dairy products,from the perspective of market and government,and through reputation theory,SCP model analysis and government control efficiency point of view,and build the measurement model to carry out the empirical test using the corresponding data.Finally,this paper draws the following conclusions:Firstly,the level of the development of China’s dairy industry concentration is still very low;Secondly,the industrial concentration degree of dairy products is relatively low;Thirdly,the industrial concentration has an impact on the private goods and public goods attributes of market reputation;Fourth,the improvement of industrial concentration has a major role to improve the safety of dairy products;Fifth,the matching of government regulation resources and industrial concentration of dairy products has a significant effect on the safety of diary products.At the same time,according to the actual situation of the development of dairy products industry in china,this paper also suggests that the government should support the development of dairy industry in policy,and actively encourage the improvement of industrial concentration of dairy products,and government regulation resources should be adjusted dynamically with the concentration of dairy products industry.The conclusions of this paper can provide reference for the development of enterprises in the dairy industry,as well as to provide a reference for the regulation institution to make scientific development policy of dairy products.
