During the government’s attention and support, after30years development, dairyindustry in China has made remarkable success. The total amount of milk and dairyproduct, and per capita amount of dairy product continually grows. Also the varieties ofdairy product have become plentiful. Following the grains, vegetables, meats and so on,dairy product has became another essential food for people’s daily lives. Theincreasingly rapid development of dairy industries has been the hot issue of agriculturaldevelopment. It not only leads the development of dairy farming, forage crops, feedindustries, but also boosts the development of transport, manufacturing, packaging,printing and a series of related industries. Moreover dairy industry has madeoutstanding contributions on solving the problem of agriculture, rural and farmers,promoting farmer’s income, and stimulating domestic demand. As the leading ofagricultural industrialization enterprises, dairy industry’s development has beenconcerned.However, in recent years, one phenomenon enters people’s perspective, which isbased on the current development of net media. The problem of food quality and safetyhas been frequently exposed, such as big head baby, melamine problem, etc. Consumershave to buy high prices milk powder from other countries, because of the scary eventsof the quality and safety of dairy product. As a essential food, the quality of dairyproduct is not only religious consumer’s health and safe, but also is related to thedevelopment of national industry and the agricultural industrialization process. After thecrisis of confidence, the first concern of consumers is the safety of the dairy product.But the first concern of producers is how to regain consumers’ confidence. Theimminent thing is to rebuild brands and promote the quality of dairy product.This paper describes the origin of dairy product, the role and history of the dairyindustry in China, affirms the success of China’s dairy industry, proposes it has a goodprospect, and it is also a sunrise industry. Many Chinese parents have no confidence onnational industry, however, they prefer to foreign brands of dairy product. Recently, other news exposed that cow urine has been added in milk, and they haven’t make afootnote when milk powder has been poured into liquid milk. Too many problemsindicate too many quality hidden troubles in the process of dairy industry development.According to lagging milk source construction, unstable raw milk quality, backwardtesting and technique standards, lacking of industry regulation, abusing of additives, andmismanagement, the paper discusses the reasons for these problems, such as producers’weak legal concepts, poor integrity, excessively pursuing the economic interests whichis far away from consumers’ interests and legal ethics. Objectively deficiency in legalconstruction, backward standard system, lacking of detail management and otherreasons lead to the unsafe of dairy quality. Then author collects and analyzes data aboutthe quality and safety of agricultural products to the consumer cognition. After simpleanalysis, more concerns on the quality and safety of agricultural products. When buy akind of daily products, consumers mainly consider the freshness of dairy product, aswell as the nutritional value and ingredients, which shows the attention on the quality ofdairy product. Next, the paper specifically addresses the countermeasures of improvingthe quality of dairy product. Firstly, in order to ensure the quality of raw milk, it muststrengthen the milk source construction. Secondly, it also must strengthen moralconstruction, considering consumers interests and integrity management, is to seeklong-term development. Thirdly, author thinks of building the quality managementsystem, which focuses on the detail management and improving corporateaccountability. The hope is to help the dairy enterprises of strategic development, andearly access to the healthy operation track.
