Evaluation Of Insurance Accurate Poverty Alleviation Model

Insurance has the leverage effect of inciting poverty alleviation funds,which can greatly improve the scope of risk protection and enhance the accuracy of poverty alleviation.In 1989,Nanzhao was identified as a national poverty-stricken county by the State Council,and in 2011,Nanzhao County was once again recognized as a key county for national poverty alleviation and development work.When carrying out poverty alleviation work,the government departments face the problem of the age of the poor in Nanzhao County,the low level of education of the poor population,the low per capita arable land,the high incidence of poverty,and the lack of financial capital.The Nanzhao County Government has established an insurance precision poverty alleviation system and introduced it.The poverty alleviation policy will involve the insurance industry in the precise poverty alleviation,fully exert its risk protection role in poverty alleviation,and at the same time help itself accelerate development.Practice has proved that the economy in poverty-stricken areas is fragile,and the ability of populations in poverty-stricken areas to resist risks is weak.In theory,insurance,as a market-based risk disposal mechanism,can effectively prevent the risk of poverty and return to poverty caused by factors such as illness,disaster,and price fluctuations of agricultural products,and build a powerful barrier for poverty alleviation.This is a function that cannot be compared and replaced by other industries such as banks and securities,as well as other means of poverty alleviation.It effectively plays the role of the “enhancement” of the insurance economy and the “stabilizer” of society.With the passage of time,the insurance precision poverty alleviation model has been successfully promoted and developed.Based on the effect of county-level insurance precision poverty alleviation model,this paper makes a clear analysis of the working mechanism of introducing insurance into poverty alleviation work,and provides support to the county-level model research of insurance precision poverty alleviation to a certain extent.Taking the insurance and poverty alleviation in Nanzhao County as a case study,scientific and effective data were obtained by means of a village-by-village payment and recovery questionnaire.This paper takes the insurance demand of the local poor people as the entry point,and carefully analyzes the various risks existing in Nanzhao County.Based on this,it explains from the perspectives of farmers,insurance companies and governments.Economic and social factors are taken into consideration,and factor analysis method is used as the analysis method to construct the corresponding operational evaluation model of insurance precision poverty alleviation.Finally,empirical analysis is carried out according to the model.The empirical results show that insurance poverty alleviation work has a higher comprehensive score growth.The rate,insurance precision poverty alleviation policy has contributed more and more to the economic development of Nanzhao County;the insurance company has a comprehensive profit rate score of 0.167 points,indicating that in the implementation of insurance poverty alleviation policy,the insurance company is a loss overall.It is unfavorable for the sustainable development of insurance poverty alleviation work.There are few types of agricultural insurance products,the lack of precision of subsidies,the low insurance density,the related security system and the inadequate management mechanism.Finally,based on the above problems,this paper proposes the innovation of insurance products and the improvement of insurance poverty alleviation.Measures and suggestions for improving the risk management mechanism and improving the financial subsidy system.
