The rural land system is the basic system for rural economic development.Under the background of China's rural revitalization strategy,China has ushered in a new one in 2015 to promote rural economic development,increase rural population income,and achieve rational and full use of land resources.The reform of the rural land system,that is,the three reforms of the rural land system.On February 27,2015,the Thirteenth Session of the Standing Committee of the 12 th National People's Congress passed the Standing Committee of the National People's Congress on authorizing the State Council to manage the administrative areas of 33 pilot counties(cities,districts)such as Daxing District,Beijing.Temporary adjustment of the implementation of the relevant legal provisions of the decision")Hereinafter referred to as the "Decision." According to the "Decision",in the 33 pilot counties(cities,districts)such as Daxing District of Beijing,the six provisions of the Land Administration Law and the Urban Real Estate Management Law were suspended,and rural land was promoted in accordance with the principle of major reforms.Pilots for the reform of land acquisition and householding system for land acquisition and collective management.This paper will study the policy of entering into the market for collective management construction land in the three reforms.This policy is of great significance for narrowing the gap between urban and rural areas and establishing a land market for urban and rural integration.Since the founding of New China,rural collective land has undergone many major changes,and it has been divided into two stages in terms of time.The first stage is the period from the founding of New China to the period of reform and opening up.During this period,rural collective land is completely monopolized by the government.Land use is allocated by the government and circulation is prohibited.The second stage is after the reform and opening up.At this stage,the rural land circulation is gradually relaxed and is in the stage of exploration and opening up.The rural collective construction land has been converted from the previous government to the city and has been converted into a market.This is a major step forward in thesystem.From the perspective of the main body of the market,the entry mode can be divided into two types,namely,the “government and village collective +market-driven” joint participation model and the “government-led + village collective participation” model.Based on Marx's theory of differential rent,Marx's ownership and fair distribution theory,and game theory,this study focuses on the dilemma of collectively-operated construction land entering the market and the measures to break through the predicament.Mainly reflected in the income distribution,institutional aspects,supervision and management.The game between income distribution subjects,the inconsistency of distribution standards,and the weak position of farmers require the establishment of a fair and reasonable income distribution system and the establishment and improvement of a rural social security system;the definition of property rights and the protection of capabilities,and the use of urban and rural dual land property rights systems.It is difficult to enforce the right price and the difficulty in enforcing the system of awarding certificates.It is required to clearly define the main body of property rights and the main body of the exercise,and improve the system of awarding land rights.The supervision of land use control is difficult,the lack of full-time institutions in the market,and the abuse of public power are easily abused.Such issues require the establishment of a supervisory management mechanism.
