| Since the beginning of the 20 th century,China’s urbanization process has been accelerating and the frequency of land transfer has continued to increase.However,when the right to use collectively-run construction land is transferred,due to the absence of corresponding legal regulations,violations or even violations of regulations are common in the transfer process.Illegal phenomena have led to low efficiency of circulation and chaotic order;because the owner of collective construction land is unknown,the scope,method,and proportion of income distribution lack the guidance of normative documents,resulting in conflicts in the distribution of circulation income;because of the strong position of local governments The lack of peasants’ right to speak has caused the loss of peasants’ interests,which has further widened the gap between urban and rural areas and prevented peasants from fully sharing development dividends.As far as farmers are concerned,as an important means of production,collective operating construction land should be equivalent to the status of state-owned land,and the rights and status enjoyed by this type of land should also be equivalent;farmers should be allowed to construct collectively In the land transfer,most of the benefits are obtained,so that farmers have a more sense of gain;it should play its due role in the process of urbanization,promote the construction of China’s urban-rural integration,and assist the rural revitalization strategies.This article focuses on the above phenomena and problems,taking the issue of distribution of collective operating construction land transfer income as an entry point,and based on land property theory,land rent theory and game theory and other related theories,a systematic development of rural collective operating construction land in Yicheng District,Hubei Province Research,systematically sort out its current circulation situation and income distribution;and systematically elaborate on the causes of income and related impact factors,as well as the basis,principles,subjects and paths for the sharing of circulation income to lay a theoretical foundation for further empirical analysis;from fair From the two perspectives of efficiency and efficiency,combined with a questionnaire survey to analyze the satisfaction of farmers on the transfer mode and transfer income distribution ratio during the transfer of local collectively-owned construction land,on the basis of this,the DID model and the improved Kuznets curve(EKC)were used Model)Empirical analysis of the efficiency of local collective construction land circulation to save construction and occupation of cultivated land resources;further selected 4 representative townships(towns)under the jurisdiction of Yicheng City,combined with game theory Shapley value method and transaction cost theory Empirical research is carried out on the distribution method adopted by land transfer income,hoping to make systematic design and improvement of the income distribution mechanism,so as to realize the systematic integration of income distribution,implementation and evaluation,making it a sound system;Weighing the perspectives of various stakeholders makes the distribution of circulation income more scientific and reasonable,so as to protect the rights and interests of farmers’ collectives and individuals,and hopes to give some valuable opinions to the circulation of local collective construction land in rural areas. |
