In recent years,global warming and resource scarcity have become more and more serious.The concept of low-carbon economy based on low emissions,low pollution and low energy consumption has received more and more attention.In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping proposed modern economy.The system is an economic system of “green low carbon development”.Undoubtedly,green development and low-carbon development are the proper meanings of a modern economic system.Therefore,it is necessary to continuously optimize the industrial structure,build a low-carbon energy system,establish a national carbon emission trading market and other policies and measures through technological innovation and institutional innovation,and form a new pattern of modernization of harmonious development of man and nature.As a major energy-consuming industry,the logistics industry plays a pivotal role in the development of low-carbon economy.The promotion of low-carbon logistics has become the consensus of the government and enterprises.To achieve low-carbon logistics,we must abandon the extensive development model of high input,high energy consumption,high pollution and high growth,focusing on the resources and fully implementing energy conservation and emission reduction.Industrial restructuring will become the most effective in the short term.Measures.What is the development status of China's low carbon logistics? How can we comprehensively and accurately demonstrate the adjustment of China's industrial structure? Can industrial restructuring be effective in promoting the development of low-carbon logistics,and what kind of path does it affect low-carbon logistics? This is the issue discussed in this article.The process of industrial structure adjustment is complex.The efficiency of low-carbon logistics varies from region to region.There may be regional differences in the impact of industrial restructuring on low-carbon logistics efficiency.Therefore,the article will first study the impact of industrial restructuring on the efficiency of low-carbon logistics.Further study on the impact of industrial restructuring on the efficiency of low-carbon logistics by region,the main contents are as follows:First,the measurement of low carbon logistics efficiency.Panel data of 30 provinces and cities in 2003-2016 were selected,and the ultra-efficient SBM model of undesired output was used to measure the low-carbon logistics efficiency of various provinces in China.The results show that the overall low-carbon logistics efficiency islow,but in recent years,the development trend of low-carbon logistics is good,basically showing an upward trend;the development of low-carbon logistics efficiency in China is significantly unbalanced,showing the pattern of“east>middle>west”,There are discrepancies in the traditional economic development pattern;there is spatial correlation in China's low-carbon logistics efficiency.Second,the measurement of industrial restructuring.The industrial structure rationalization index showed a downward trend in 2003-2016,indicating that the degree of rationalization of China's industrial structure has been continuously optimized.In addition,the rationalization of industrial structure has shown a trend of decreasing from east to west.From 2003 to 2016,the industrial structure advanced index of the 30 provinces in the country has risen to varying degrees.The industrial structure of each province has gradually changed from a low level to a high level,and the economic value added and resource utilization rate have been continuously improved.The industrial structure advanced index is A certain clustering feature appears in the geographical distribution,which is expressed as spatial correlation.Finally,an analysis of the factors affecting the efficiency of low carbon logistics.Panel data from 30 provinces in China were selected from 2003 to 2016.The spatial panel model was used to study the impact of industrial restructuring on the efficiency of low-carbon logistics.The results show that(1)overall,the rationalization of industrial structure and the advanced industrial structure have a positive effect on the efficiency of low-carbon logistics.Among them,the promotion of industrial structure is more important.(2)Other influencing factors,economic development and technology level have positively promoted the efficiency of low-carbon logistics,and opening up has a negative impact on the efficiency of low-carbon logistics.(3)In terms of regions,the advanced industrial structure in the eastern region will positively promote the efficiency of low-carbon logistics,and the industrialization in the central and western regions will have a negative inhibitory effect on the efficiency of low-carbon logistics.
