Study On Industrial Structure Adjustment Of Shaanxi Province Under The Goal Of "Carbon Peaking And Carbon Neutrality"

Environmental problems brought about by rapid economic growth have become increasingly prominent.Facing the double pressure of domestic and international climate change mitigation,China has put forward the "Carbon peaking and carbon neutrality" goals.As a major energy province,Shaanxi province has an obvious characteristic of "relying on energy" in its industrial structure,and the pressure of carbon emission reduction still exists.How to adj ust the industrial structure of Shaanxi Province under the "Carbon peaking and carbon neutrality" goals has become a practical problem that we have to pay attention to.This paper discusses the adj ustment of Shaanxi province’s industrial structure as a research subject,systematically analyzes the current situation of carbon dioxide emissions and industrial structure in Shaanxi province based on the overall situation and the current situation of each industry,and summarizes the existing problems.The grey relational analysis method is used to investigate the relationship between carbon dioxide emissions and industrial structure in Shaanxi province.Based on the analysis of various economic and environmental indicators in Shaanxi Province from 2014 to 2020,this document aims at a continuous adaptation of the industrial structure,with limits on total CO2 emissions and total energy consumption.,constructs a goal programming model,and predicts and analyzes the direction of industrial structure adjustment in Shaanxi Province in 2030 under three different scenarios.Based on the carbon dioxide emissions and industrial influence coefficient,this paper analyzes 24 industrial sectors in Shaanxi Province,and discusses the calculation results by classification using the four-quadrant analysis method,so as to clarify the focus of industrial structure adjustment within Shaanxi Province.The results show that carbon emissions are closely related to industrial structure in Shaanxi Province.If Shaanxi Province maintains the current industrial structure or develops industries according to the trend,it cannot achieve the carbon emission reduction target.Under the "Carbon peaking and carbon neutrality" goals,the industrial structure of Shaanxi Province needs to be further adjusted,and the adjustment of industrial structure should focus on industry.The specific industrial structure adjustment divides the 29 industrial sectors of Shaanxi Province into four types:long-term regulation type,limited development type,accelerated development type and key development type.Among them,the focus of Shaanxi province’s industrial structure adjustment under the "Carbon peaking and carbon neutrality" goals should be placed on three types of industrial sectors:long-term regulation type,limited development type and key development type.Combined with the empirical research results,this paper puts forward countermeasures and suggestions for the industrial structure adjustment of Shaanxi Province under the "Carbon peaking and carbon neutrality" goals from the policy level and the sub-industry level respectively.
