Research On The Adjustment Of Maize Planting Area And The Influencing Factors In The Area Of Northeast China

As a big agricultural country,planting is an important part of China’s agricultural development.Maize plays an important role in the structure of planting industry in China.It is one of the main industries of agricultural economy.It has the advantages of wide adaptability,high photosynthetic efficiency and high yield potential.It plays an important role in ensuring food security in China.In2008,China began to implement the policy of temporary Maize Storage in three northeastern provinces and Inner Mongolia Autonomous Region.The price of temporary maize harvest and storage has been rising year after year,which greatly arouses farmers’ enthusiasm to grow maize.The area of maize planting and maize yield have been increasing all over the country.However,with the implementation of temporary Maize Storage Policy for eight years,the negative effects of "high cost,high inventory,financial pressure and low demand" are becoming more and more obvious.China’s maize supply and demand pattern has undergone profound changes,structural contradictions have undergone tremendous changes,consumption structure has undergone significant changes,and rapidly upgraded.At the same time,the decline of cultivated land quality,shortage of water resources,increasing pressure on the ecological environment,insufficient effective support of science and technology and other factors restrict the development of maize industry.At the end of 2015,the government replaced the temporary maize storage policy with the new mechanism of "market-oriented acquisition" and "subsidies".In the "sickle-crooked" area,the country implemented the structural adjustment of maize,and adhered to the reform direction of market pricing,price-compensation separation and diversification of the main body.Since the adjustment of maize planting area for three years,the maize planting area in "sickle bend" area has decreased by 42 million mu,but with the emergence of a series of problems,such as farmers’ income reduction,farmers’ decision-making difficulties and so on.Firstly,this paper defines and expounds the related concepts and theories of "sickle bend" area and maize planting area in Northeast China,and collates and analyses the current domestic and foreign scholars’ research on the adjustment of agricultural structure and the structural reform of maize supply side,so as to lay a foundation for this research;secondly,collects and collates the current adjustment of maize planting area in "sickle bend" area in Northeast China.The macro-data of the current situation are adjusted to grasp the effect of policy implementation in the current adjustment process.Thirdly,based on the investigation of 373 households in the predominantmaize-producing areas and "sickle-bend" areas in Northeast China,the impact of theadjustment of maize planting area on farmers’ income is qualitatively analyzed,and the influencing factors of the adjustment of maize planting area are explored from the perspective of farmers.The research results were summarized and the countermeasures and suggestions for structural change of maize supply side were put forward.The conclusions of this paper are as follows: farmers’ reduction of corn planting area can largely reduce farmers’ losses and thus improve the growth rate of agricultural income.Participating in the adjustment of corn planting structure has a significant positive impact on the total household income and farmers’ agricultural income.Participating in the adjustment of corn planting structure can buffer farmers’ losses.At the same time,the study found that peasant household’s own characteristics,the family of non-agricultural income proportion and labor accounted,farmers understand corn,corn planting area,collection and storage system reform the market prices for corn,corn subsidies,corn production cost and producers of corn subsidies standards of satisfaction with the effect of factors such as corn planting structure adjustment.In order to promote the adjustment of corn planting structure,it is suggested to enrich the subsidy situation,guide the combination of planting and breeding,encourage the in-depth development of industrial chain,strengthen scientific and technological innovation,and strengthen the support of soybean industry...
