Performance appraisal is the core content of performance management as well as an important starting point for enterprises talent structure improvement and human resources allocation optimization.The optimization and improvement of performance appraisal system is conducive to the enterprise to correctly evaluate the working status of employees.They also give full play to the incentive and guiding role of the appraisal results,promote the enterprise to build a solid foundation for development,effectively face the changing market environment.Thus,to realize the sustainable development of the enterprise.This paper takes the employee performance appraisal system of company L as the research object.The company is the only state-owned enterprise with the qualification of pipeline gas operation,construction and installation in the city A.In recent years,as the local gas market environment changes and the market competition becomes increasingly fierce.Problems occurred frequently in the process of company performance assessment and become a mere formality,which has become a major constraint for the development and operation of company L.With the rapid development of China's urbanization process,driven by the development concepts of energy conservation,emission reduction,green and low carbon,the development opportunities such as structural adjustment and promotion of the gas industry have emerged.In order to promote the enterprise obtaining advantages in a new round of market competition.Based on the performance appraisal as the breakthrough point.This paper uses literature analysis,interview research,comparative analysis and other research methods,combines with domestic and foreign human resources management related theory knowledge and the development of company L's operating status.It analyzes the problems and causes of imperfect system design,unreasonable index setting,insufficient application of results,and lack of implementation guarantee in the implementation process of current employee performance appraisal of company L.The optimization design suggestions of this paper are put forward from the aspects of defining assessment objectives,optimizing assessment process,refining key performance indicators and strengthening the application of assessment results.At last but not the least,in order to improve the operability of the optimized design,this paper puts forward the safeguard measures from the aspects of organization,system and culture,and forms a valuable reference case for improving the development momentum and development quality and effect of the enterprise.
