Research On Measurement And Evaluation Of High Ouality Development Of China's Economy

In the past 40 years of reform and opening up,China's economy has grown rapidly and its overall national strength has been greatly enhanced.However,long-term economic growth has relied more on input firom labor and resources,and thus has paid a large environmental cost in the process of growth.In recent years,with the slowdown of economic growth,China's economy has entered a new normal.The new normal means that the economic growth rate has changed from high-speed to medium-high speed,economic structure has been continuously optimized and upgraded,and economic growth has been driven by factors-driven technology.General Secretary Xi Jinping put forward the development concept of;“innovation,coordination,green,openness,sharing";in 2017.the 19th National Congress of the Communist Party of China pointed out that the Chinese economy in the new era has shifted from a high-speed growth stage to a high-quality development stage,indicating that China is steadily promoting At the same time of economic growth,more emphasis is placed on the quality of economic growth.Therefore,it is of great practical significance to construct a reasonable economic growth evaluation system to evaluate the economic growth quality of various provinces in the country and to provide rationalization suggestions for future economic development in various regions.This research focuses on the core of economic development quality,from the theoretical and empirical aspects.Firstly,based on the previous studies,the concept of economic development quality is defined.Next,according to the five development concepts of "innovation,coordination,green,openness and sharing".the innovation development quality index,coordinated development quality index and green development quality index are constructed.The Open Development Quality Index and the Shared Development Quality Index are the three economic development quality dimensions,with a total of 31 indicator systems.Then,the economic data of the five years:firom 2013 to 2017 are selected to measure the economic development quality of all provinces(excluding Tibet)by entropy method.And analysis,the calculation results show that in the past five years,the economic development quality of the eastern region is much higher than that of the central and western regions.Then,according to the calculation results,the indicators of economic development quality are analyzed in detail,and the analysis shows that the eastern region is investing in innovation and output.The industrial structure and resource utilization rate are superior to the central and western regions,but they are not as good as the central and western regions in terms of the per capita disposable income gap between urban and rural areas.Finally,in view of the current development status,it is proposed to make feasible development proposals.The eastern region should steadily promote the optimization and upgrading of industrial structure and accelerate economic development while paying attention to avoiding the further expansion of the urban-rural income gap.The western region should accelerate the development of scientific and technological innovation and increase investment in education.Strength to promote the quality of economic development.
