Research On The Evaluation System Of Innovation Ability Of Special Economic Zones In China Based On Overall Entropy Method

Since the reform and opening up,China has established four special economic zones,Shenzhen,Zhuhai,Shantou and Xiamen.After decades of development,special economic zones have made outstanding achievements in attracting foreign investment and technological innovation.The development of special economic zones(SEZs)is a brave attempt to build socialism with Chinese characteristics and a goal to achieve a strong socialist modernization country.At present,the international situation is grim,trade frictions are aggravated,and the task of domestic economic development is very urgent.Comrade Xi Jinping clearly pointed out in the report of the Nineteenth National Congress of the Communist Party that “China’s economy has changed from a stage of high-speed growth to a stage of high-quality development”,and innovation is the core element of changing the mode of development and optimizing the economic structure.As an important measure of China’s economic reform,special economic zones objectively and accurately evaluate the regional innovation capability of special economic zones and establish an evaluation system of regional innovation capability of special economic zones: on the one hand,it is conducive to our analysis of the level and constraints of innovation capability of special economic zones,so as to achieve high-quality and stable development of special economic zones’ economy;On the other hand,it provides experience for the development of innovation capability of in order to achieve the coordinated development of regional economy.This paper evaluates and analyses the regional innovation capability of the four special economic zones from 2012 to 2017 by using the Overall Entropy Method.The results show that Shenzhen has the highest score of regional innovation capability,followed by Xiamen and Zhuhai,Shantou ranks last,and the regional innovation capability structure of the four special economic zones is quite different,and the difference of technological innovation is the main factor affecting the regional innovation capability difference.Therefore,the special zones should strengthen the level of scientific and technological innovation,strengthen the innovation driving force of the special zones with the reform of the scientific and technological system,and speed up the deep transformation of industries based on the environmental advantages of the special zones,so as to improve the regional innovation ability of the special zones and achieve high-quality economic development.
