Food is of vital importance to the national economy and people's livelihood,and food stability is the stability of the country.The Food and Agriculture Organization of the United Nations(FAO)proposed at the First World Food Summit in November 1974 that food security means guaranteeing that everyone can get enough food for survival and health at all times.In China,food security has always been the top priority of the Party and the government.Even though China's grain production has made remarkable achievements of "twelve consecutive increases",food security is still attached great importance,because it concerns the overall strategic situation of the country.The so-called "the people are the foundation of the country,the valley is the people's life".The No.1 Central Document of 2019 put forward that we should unswervingly do a good job in grain production.We must take the word "stability" as the top priority and strive for progress steadily.The key lies in "stable area,stable output and stable policy".To promote the implementation of "storing grain on the ground and storing grain on technology",we need to ensure that the grain planting area is stable at 1.65 billion mu.How can we produce grain without land? It is the simple principle of governing the country and governing the country.In order to improve the land use rate,accelerate the orderly land circulation,realize the moderate scale and intensive management of land,the Opinions on Guiding the orderly circulation of rural land management rights to develop the moderate scale management of agriculture,adopted by the Third Plenary Session of the Eighteenth Central Committee,put forward "the innovation of the separation system of collective ownership of rural land,contractual rights of farmers and land management rights,and guide the land economy".Orderly circulation of business rights.With the deepening of industrialization and urbanization in China,the institutional innovation of "separation of powers" in land circulation must be an important bridge to promote the transformation from traditional agriculture to modern agriculture in China.It can effectively solve the problems of land fragmentation and abandonment of arable land,realize the moderate scale management of land,thereby improving the efficiency of land use,ultimately improving agricultural productivity and realizing the goal.Agricultural modernization.However,the development of everything has its two sides.With the expansion of the scale of land transfer and the acceleration of the process,a large number of new-type large-scale operators have entered the agricultural field and obtained the right of land management.In the way of land use,in order to pursue efficient economic benefits and thus change the use of cultivated land,the problem of "non-grain" of land transfer has been caused,resulting in the area of grain planting.In the long run,the decrease will have an impact on national food security.On the basis of literature review,this paper makes the following academic inquiries into the "non-grain" problem of land circulation:In the first chapter,the introduction mainly elaborates the research background,purpose and significance of the "non-grain" problem of land circulation in Shaanxi Province,and mainly combs the current research status of the "non-grain" problem of land circulation at home and abroad.The second chapter introduces the relevant concepts and theoretical basis of land transfer "non-grain" problem,including the connotation of land transfer,the definition of non-grain concept,non-grain and food security,the quasi-public goods attributes of food production;the theoretical basis mainly includes the scarcity of arable land resources theory,economic externality theory,principal-agent theory,Olsen's collective action.The theory provides the theoretical basis for the later analysis.In the third chapter,the questionnaire survey is conducted from three aspects: the design of the questionnaire,the selection of samples and the transfer of rural households.Secondly,the valid questionnaires collected are statistically analyzed.Finally,the current situation of "non-grain" land transfer in Shaanxi Province is described.Chapter IV,based on the current situation of land transfer in Shaanxi Province,analyses the problem of land transfer and its impact.The problem is that the speed of "non-grain" land transfer is accelerating,and "non-grain" land transfer is mainly used for planting high-efficiency cash crops and developing leisure and sightseeing agriculture;its impact is mainly to threaten national food security in the future,resulting in the shortage of water resources and the decline of land fertility;Chapter 5: The issue of land transfer "non-grain" involves many participants.The article analyses the subject of interest and the subject of supervision.Firstly,it analyses the peasant households,the new type of large-scale operation subjects and the rural collective organizations,and then it analyses the central government and local government of the supervision subjects.Chapter 6 is the conclusion and suggestion of the study.According to the conclusion of the study,the paper puts forward some corresponding countermeasures and suggestions: by raising the purchase price of grain,regulating the price of agricultural materials and ensuring farmers' income;standardizing the introduction of agricultural scale management subjects,cultivating new type of professional grain farmers,improving grain production capacity;strengthening the supervision function of village collective organizations,Improving Rural Agricultural Service capacity;improving the performance appraisal system of local governments,and improving government performance.To effectively prevent the problem of "non-grain" in land circulation,we should strengthen the central government's subsidy for benefiting farmers and specify the land use management system.
