Since the reform and opening up,the development of state-owned real estate enterprises has made tremendous achievements.In the new wave of reform,state-owned real estate enterprises should take the lead in promoting reform,optimizing management processes,breaking through institutional constraints and integrating with the market,and striving to promote livelihood projects and embody social values in accordance with the guidance of national policies.This paper takes A investment construction company and B resort project as an example to analyze the management of development and construction projects of state-owned real estate enterprises,and puts forward a project governance framework model based on the background of B resort project.Based on the research of project governance and project management literature,this paper deeply analyzed the current situation and existing management problems of B resort project management.Through interviews with professional technicians and managers at different levels involved in the B resort project,we know that the management problems of the B resort project are as follows:First,there are many management processes and complicated decision-making procedures.Under the supervision of A investment construction company and group company,there are many management processes of B resort project.Many important work items need to be submitted for approval step by step,which affects the timeliness of the work and increases the construction period and time cost of the project.Second,too many stakeholders participate in project management,which affects the effectiveness of project decision-making.In the process of B resort project management,the responsibilities and powers of project stakeholder management are not clear,resulting in stakeholder multi-party management and multi-head decision-making,interfering with the final decision-making results of the project.Third,the unequal responsibilities and powers of the person in charge of B resort project affect the normal progress of the project.The team members of the third-level project company have more executive power and no decision-making power,but they must bear the construction management responsibility and legal responsibility related to project construction,which affects the enthusiasm of project team members in project management.Through the in-depth study of the existing problems,this paper puts forward the management mode of B resort project using project governance,builds a decision-making framework that meets the needs of the project,and carries out differentiated management of project stakeholders.Through the application of project governance,optimize the management process and decision-making process,establish a smooth communication and reporting mechanism and decision-making process for the project,and promote timely and effective project decision-making,and ultimately deliver results to meet the expected requirements.
