Research On Governance Structure Of Stakeholders In Public Project

Public project is an important means of macro-control in a country, it can adjust social investments, and in the distribution of social resources it plays an important role, its social influence is very important. At present, with the increasing of our country's public project investment, there are many problems in public project decision-making. The phenomenon such as "face project," "achievements project," corruption are still serious, investment mistakes of public projects are significantly higher than western developed countries or regions.In the public project of our country, there are some unreasonable relationships between the government and the construction units and between the central government and local government. The problems that low public participation, public project departure from public demands, government officials or the construction unit improve the project cost, divert project money, corruption, leads to public project budget, drag period, even some public becomes a scrap project after the completion of the project, which impact the social economic benefits and social public benefits, also affect the image of the government. Therefore, the unreasonable relationships of stakeholders and the decision-making level in public project decision-making should to be solved urgently.The stakeholder theory will be used in this paper to define the stakeholders in public project decision-making process, and analyze the status and reasons of unreasonable relationships between the stakeholders. On the basis, this paper analyzes the relationships of stakeholders respectively from the public administrative theory, entrust-agency theory and incentive-restraint theory, and introduces entrust-agent model and incentive-restricted mechanism model to analyze the relationships of stakeholders. On the basis of the analysis, this paper gives some suggestions and measures about the relationship management of stakeholders in public project decision-making. First, the measures and suggestions for the relationship management of the government and public:structuring the government and the public participation cooperation mechanism of public; perfecting the legal system of public participation; raise public participation. Secondly, the measures and suggestions for the relationship management of the government and the construction unit:perfect the incentive-restricted mechanism between the government and the construction unit; rely on consulting experts or institutions strength. Finally, the measures and suggestions for the relationship management of the central government and local government:perfecting the public project decision-making mechanism of the central government and local government; perfecting the central government and local government legal system; strengthening the government officials decision accountability system.
