The world economy has entered a new era driven by scientific and technological innovation.High and new technologies,such as Internet technology,biotechnology and new material technology,have led to a new round of global industrnal transfer.Service outsourcing in this wave of industrial transfer,by virtue of low energy consumption,high value-added,promoting employment and other characteristics,favored by many countries.With the fierce competition in the global service outsourcing market,all countries want to seize a high position in the global value chain and hold the right to speak,so as to promote domestic industrial upgrading and economic development.China's service outsourcing industry started late,but by virtue of the demographic dividend and labor price advantage,more than a decade of rapid development,now stands the world's second largest receiving country position.However,China's service outsourcing industry still has problems that can not be ignored.From the perspective of value chain,the offshore service outsourcing services that China undertakes are mostly low-end information technology outsourcing(ITO).The quality of services provided is still far behind that of developed countries such as Ireland.As to the more sophisticated business process outsourcing(BPO)and knowledge process outsourcing(KPO)business,they are only in their infancy.If Chinese enterprises want to improve their position in the global market,they must consider what factors will have an impact on the service outsourcing industry.In particular,it is necessary to make clear the respective impacts on the three types of business:ITO,BPO and KPO.This can be targeted to improve the quality of services,optimize industrial structure,improve core competitiveness,and stand out in the fierce global competition.This paper analyzes and compares the industrial development of the main contracting countries and receiving countries,as well as the development status of offshore service outsourcing industry in China.Through the combination of qualitative and quantitative methods,this paper finds out the influence factors of Chinese enterprises undertaking offshore service outsourcing and the influence factors of each of the three types of business.Finally,this paper gives some policy recommendations on developing China's offshore service outsourcing from the perspective of both the government and enterprises.Through the research,this paper draws the following conclusions:the level of economic development and industry scale both have significant positive impacts on offshoring,labor cost has a negative impact on offshoring,and the short-term impact is more obvious,while the mechanism of intellectual property protection is more complex.The economic level and labor cost are the most significant factors for ITO,the human resource endowment and cultural adaptability are the most important factors for BPO.And for KPO,factor is the protection of intellectual property rights.Combined with the analysis results,the paper gives the following suggestions:from the government level,we should continue to open and develop the service industry,strengthen the construction of the service outsourcing talent team,perfect the Intellectual Property Law system,establish the service outsourcing industrial park,encourage the return of talents who have studied abroad and promote international exchanges and cooperation.From the enterprise level,we should strengthen the independent innovation in enterprises,encourage the enterprise resources conformity and cooperation and establish the international brand image.
