Asa decentralized organization form of production, with its flexibility and cost advantages,Outsourcing is popular by many multinational companies. The companies transfer themanufacture at first. With the outsourcing of manufacturing carried out in full swing, thescope of outsourcing also will be extended to services. TNCs from developed countries arenow beginning to transfer its non-core service functions overseas, especially emerging marketcountries and regions, which is currently widespread concern’s offshore outsourcing. Thisnew international labor division has wide prospects, it will has a major impact to the entireworld economy. In this context, the outsourcing of research will undoubtedly have importantpractical significance.In this paper, from a theoretical point of view, we will discuss the status quo of ofoutsourcing research at home and abroad, so that readers could have a basic understanding ofoutsourcing and the relative theory. Then, through literature research and preliminary, we setout seven pre-factor, two intermediate variables, an outcome variable. And then through apreliminary analysis, we know the logic between the three factors. After that we get severalcorresponding assumptions, and build a structural model of this study. Based on the structuralmodel, we take experts interviews and the depth research of company to design thequestionnaires which is consisted by corporate’s basic businesses information and thecorresponding sample measurement scale. Then we select several outsourcing model citi’es todo the research and taking certain statistical methods for processing the recycled paper to testthe hypothesis. According to the data processing obtained, except the pre-operationalmanagement variables has a direct influence to the performance of offshore outsourcing, theeconomic and industrial base, policy support efforts, technical resources and marketcompetitiveness, cultural communication and collaboration, human resources factors bothhave important indirect effects to the performance of offshore outsourcing throughoutsourcing quality and partnerships. Therefore, outsourcing quality and partnership play avery important role for the enterprises in China to undertake offshore services outsourcing.Chapter VII is based on the results of data analysis with the practical development conditionsof China’s offshore outsourcing to analysis the problems of the development of offshoreoutsourcing and then give several corresponding suggestions such as attache great importanceto the process proposed service, and strive to improve the quality of service; adjust both the role of outsourcing, build a harmonious partnership; focus on cost efficiency and improvebusiness operations management to enhance the attractiveness of China’s service outsourcingcompanies. This study involved extensive city, the large sample size, more time, energy, sothe conclusion must have a high practical value.
