In recent years, The new round of international industry geographically relocated thatrepresented by high-end manufacturing and services develop fast. A lot of countries attachimportance to Service outsourcing, which is the main content of this round of industry shift,due to its low resources consumption, high technology content, low environmental pollution,the advantages of high economic benefit and promote employment. Countries are activelyformulate policies and measures to encourage and promote the development of domesticoffshore service outsourcing industry, the global market compete intensively. Despite theglobal financial crisis and the negative impact of the crisis, the service outsourcing industrydeveloped slow down, however, as the economic globalization and the global economicrecovery, the offshore service outsourcing industry will become the future the momentum ofthe rapid development of world economy. Although the offshore service outsourcing industryin China in late, but fast development and huge potential for development. Since2011, Chinahas become the world’s second largest offshore service outsourcing package. Since the"twelfth five-year", China’s offshore service outsourcing average annual growth of45%ormore, and maintain a high growth momentum. Although the amount is outstanding, butChina’s offshore service outsourcing industry is still in the early stage of development, and islocated in the low-end of the international service outsourcing industry chain, the industrialstructure, to undertake the business content and level with Ireland, offshore serviceoutsourcing powers such as India, there is still a large gap independent innovation ability isnot strong, lack of core competence is main obstacle to the further growing of country serviceoutsourcing industry. How in the fierce global offshore service outsourcing market for goodposition, to improve the competitive ability of the offshore service outsourcing pick uppackages, is China’s offshore service outsourcing industry need to think about importantissues.In this paper, on the basis of porter’s theory of national competitiveness, USES thecombination of qualitative analysis and quantitative analysis, systematic analysis of the majorglobal offshore outsourcing services to undertake the pick up packages competitiveness present situation and the influence from China offshore service outsourcing industrycompetitiveness factors, put forward countermeasures and Suggestions in China to undertakeoffshore service outsourcing competitiveness. Full-text research mainly divided into two parts,the first part is to undertake offshore service outsourcing competitiveness research, analyzethe influence from China offshore service outsourcing competitiveness of major elements,through the comparative analysis with other offshore service outsourcing superpower, assessthe reality of China to undertake offshore service outsourcing competitiveness, explore itsadvantages and disadvantages, based on the perspective of porter’s "diamond model", buildthe factors influencing China to undertake offshore service outsourcing competitiveness indexsystem, on the basis of qualitative analysis, using the error correction model was verified thecorrectness and importance of various factors; The second part is the countermeasure researchto increase the competition ability of China to undertake offshore service outsourcing,combining with the international environment and the current situation, in view of the aboveempirical results, explore the countermeasures to increase the competition ability of China toundertake offshore service outsourcing.Through this study, the following conclusions:Human resources endowment, IT infrastructure, business revenue service industrydevelopment level, the software industry, factors such as the protection of intellectualproperty rights and enterprise develops the market ability to undertake offshore serviceoutsourcing competitiveness has a positive influence, the biggest influence of service industrydevelopment level, the second is the IT infrastructure, human resources endowment, theprotection of intellectual property rights and software industry business revenue. Labor cost isnegatively related to the competitiveness of offshore service outsourcing, but the effect wasnot significant. The rise in unemployment will reduce the amount of contract, is negativelyrelated to the service outsourcing the forehead. In addition, in the aspect of enterprisecompetitiveness, China’s offshore service outsourcing package enterprise on a smaller scale,less research and development, independent innovation ability weak and other issues alsolimits the growing of China service outsourcing.Combining the above analysis, I propose some countermeasures: at the government level, build a multi-level education system, increase in high-end and the cultivation ofinterdisciplinary talents and to solve China’s offshore service outsourcing industry talentshortage and irrational structure; Support to enhance service outsourcing related industry,accelerate the reform of telecom system, developing producer services; The key to speed upindustry consolidation; Expanding services of international investment; Unity and improvethe statistical caliber; Full service government. At the industry level, the establishment ofnational service outsourcing industry association organization, enhance the level of China’sservice outsourcing industry as a whole; To promote the standardization of software talentsand professionals, in line with international standards; Play a role of industry association tothe competition order specifications. At the enterprise level, wide scope of offshore serviceoutsourcing market, adhere to the international market diversification; Promoting productdifferentiation; Adhere to independent innovation, establish national brand; Actively introduceforeign capital, establish cooperation chain upstream and downstream.
