| The No.1 Document of the Central Committee in 2019 pointed out that it is necessary to implement the digital rural strategy in depth and promote the construction of “Internet+ Agriculture ”.With the development and progress of rural e-commerce,China’s agricultural product quality and safety development has made great progress.The development and popularization of rural e-commerce not only helps farmers solve the difficult problem of offline sales,but also helps ordinary consumers solve the difficult problem of online purchase.With the change of major social contradictions,people’s demand for agricultural products is no longer based on pure traditional shopping methods.The concept of safe and secure upgrade of agricultural products quality and safety has gradually been accepted by people.E-commerce has gradually become an important platform for agricultural products to enter thousands of households.It has also become an important part of the safety guarantee of the circulation of agricultural products.At present,China’s agricultural product quality assurance system and e-commerce quality assurance system in the field of policies and regulations,standards system construction,inspection and testing,regulatory monitoring and other aspects,the whole system content has a more comprehensive and in-depth research,in the e-commerce environment The research on the quality assurance of agricultural products is still blank.Based on the above reasons,this paper takes the e-commerce of the China National Cooperation and Marketing Association into the rural pilot counties and the Ministry of Commerce e-commerce into the rural comprehensive demonstration county Qingchuan County as an example.By collecting the basic information of Qingchuan County in Guangyuan City,and actively learning from the experience of the former researchers,The research methods of literature review,questionnaire survey,qualitative and quantitative analysis were combined to analyze the development of Qingchuan County agricultural product quality assurance system,including the basic guarantee for the construction of agricultural product e-commerce quality assurance system in Qingchuan County,and the quality assurance system for agricultural products.The status of key links,the construction effect of agricultural product quality assurance system and the influencing factors.Based on the analysis of the status quo of the key links of the agricultural product e-commerce quality assurance system in Qingchuan County,using the total quality management theory,transaction cost theory,information asymmetry theory,through the use of Delphi method,AHP(AHP)and other research methods,the final screening 18 indicators restricting the quality assurance system of agricultural products in Qingchuan County,the indicators are summarized into six core elements: policy and regulation system B1,standard system B2,inspection and testing system B3,service guarantee system B4,supervision system B5,technical information system B6,and quantitatively evaluate different elements by analytic hierarchy process.Through the research on the construction system of foreign agricultural products quality assurance system,and the domestic agricultural product e-commerce quality assurance system and the foreign agricultural product e-commerce quality assurance system,the agricultural product e-commerce quality management concept,the agricultural product e-commerce quality assurance macro system and the agricultural product e-commerce quality The three aspects of the protection of the micro-system are compared horizontally,and the enlightenment of the quality assurance system for agricultural products under the view of building e-commerce in China is summarized.Finally,combined with the reality of agricultural product e-commerce development in Qingchuan County and the advanced experience in the construction of foreign agricultural product e-commerce quality assurance system,the author puts forward countermeasures and suggestions for establishing and improving the construction of E-commerce quality assurance system for agricultural products in the new era,including:(1)Improving agricultural products(2)Deepening international cooperation and improving the agricultural standardization system;(3)Constructing and improving the e-commerce traceability system for agricultural products;(4)Establishing a large-scale data monitoring and early warning system for agricultural products;(5)Improving the quality of agricultural products(6)Improve the access system for agricultural products and e-commerce;(7)Establish and improve the publicity and guidance system. |
