The report of the Nineteenth National Congress proposed that China should take two steps to realize the strategic goal of a powerful transportation country.At the same time,it also put forward the requirements of "advanced rail transit equipment" and "China's intelligent manufacturing 2025" strategy.With the development of cities,especially smart cities and low-carbon cities,urban rail transit,as a strategy and one of solutions for urban development,is still the best choice.Taking domestic metro as an example,the implementation and establishment of the project can also promote the development of upstream and downstream industries,employment and urbanization of the city,and enhance the livability index and happiness index of residents along the metro line.In the future,it will still be the first choice for the expansion and regional driving strategy of first-tier cities and the development of many second-tier and third-tier cities.At the same time,with the introduction of the "the Belt and Road" strategy,China's rail transport manufacturing enterprises are also gradually participating in the competition in overseas markets.At present,China's rail vehicle manufacturing industry is accelerating product upgrading and innovation,and railway transport enterprises represented by China National Railway Corporation are actively promoting the application of new materials and technologies such as carbon fiber car body,touch intelligent train and so on.Siemens is innovating in tunnel detection simulation technology and train digital ecosystem abroad.With the implementation of "integration of information and industrialization" in rail transport enterprises,the operation and management level of rail vehicle manufacturers has been rapidly improved with the development ofinformation technology.ChangKe Bombardier Railway Vehicles Co-partnership Company is a joint venture between China Railway Corporation and Bombardier Group in 1997.The company's business includes the design,manufacture,sale and service of railway vehicles and spare parts.In the 20 years of the company's development,it has witnessed the market of Metro A-type vehicles changing from monopoly to competition,the rapid development of rail transit manufacturing enterprises from traditional manufacturing to information and intelligent factories,the innovation of metro vehicle technology,the disappearance of joint ventures in the domestic market and policy dividends,and the enterprises are facing much more pressures and adverse factors.In Southeast Asia,the successful delivery of products and the acquisition of new orders,China government encourages innovated enterprises,reduces taxes on manufacturing industries,and rebates on the export of metro vehicles and other measures.In recent years,ChangKe Bombardier Company fulfill opportunities and challenges during its development process.Based on the theory of strategic management,this paper introduces the development history and operation status of ChangKe Bombardier Railway Vehicle Co-partnership Company,which confirmed as the research object.Through collecting information and collating related data,it analyses and determines the development problems and causes of the company.The external environment analysis mainly includes macro environment analysis and industrial environment analysis,while the internal environment mainly includes resource analysis and capacity analysis.On this basis,SWOT method is applied to analyze the strengths and weaknesses,opportunities and threats of enterprises,and the types of alternative strategies that companies can choose to implement are analyzed in detail.Combining with the mission and development goal of Changke Bombardier,it is clear that the company should give full play to its own advantages and seize the opportunity to choose SO-enhanced strategy,that is,to implement integration strategy,science and technology innovation strategy,and information-driven strategy.The planning of safeguard measures in the process of enterprise strategy implementation includes operation safeguard,human resources safeguard,financial safeguard,information system safeguard and so on.Through the analysis of the current situation of ChangKe Bombardier,the selection of strategic objectives and the study of the implementation process of the strategy,the company has a clear grasp of its own environment and a clear future direction of development,which draws a blueprint for the future development of the enterprise,so that the enterprise can better adapt to the competition in the rail vehicle market.
