Study On The Development Of Tourism Industry In The Process Of Industrial Transformation In Anshan City

As a special city,resource-based city has a single industrial structure.When the resources are used up,the social and economic development of the city will also stop,so the development of the resource-based city is facing great challenges.In 2013,the state council promulgated the national plan for sustainable development of resource-based cities(2013-2020),which identified 262 resource-based cities,among which 126 are prefecture-level cities and as many as 6 are in liaoning province.In this paper,in order to set up a file,anshan,fuxin,fushun,benxi,huludao in transition from2003 to 2018 were issued policy as the research object,using literature research,content analysis,statistical analysis of the six resources city policy text external attributes and use tools,summed up the characteristics of different types of transformation of resources city policy.Firstly,this paper describes the research status of resource-based city transformation and policy tools by means of literature research,and studies the concept of resource-based city and urban transformation,as well as the theory of public policy implementation,formulation and tool use.Secondly,190 texts of transformation policies of 6 resource-dependent cities in liaoning province from 2003 to 2018 were collected,screened and confirmed.By studying the external attributes of the policy text,including the quantitative development of the policy text,the type of the text,the topic type.Thirdly,the quantitative analysis of policy tools in the transformation of resource-based cities is carried out to summarize the use characteristics of policy tools in each city.Finally,through the above research,the policy characteristics of different types of resource-based cities,including mature cities,declining cities and regenerative cities,are summarized.Through the comparative study of various resource-based cities,it is found that the number of policies issued,types of policies,policy themes and policy tools have their own characteristics and conform to the development characteristics of their categories.
