Study On The Performance Evaluation Of Financial Poverty Alleviation Expenditure In Hebei Province

Poverty is a global problem,and there are various levels of poverty in both developing and developed countries.Poverty is a huge challenge for governments around the world,especially in developing countries.Governments of various countries have formulated corresponding poverty alleviation policies and adopted a large number of poverty alleviation measures in response to different levels of poverty.China attaches great importance to poverty alleviation work.In order to achieve the goal of lifting all the poor rural population out of poverty by 2020,the key is to improve the efficiency of fiscal poverty alleviation expenditure,optimize the assessment mechanism of fiscal poverty alleviation,and establish a scientific and reasonable performance evaluation system of fiscal poverty alleviation expenditure.In recent years,Hebei Province has made great progress in the financial poverty alleviation work,but the use efficiency of financial poverty alleviation funds is still not high and there are some problems in the performance evaluation system of financial poverty alleviation expenditure.This paper attempts to construct a set of scientific performance evaluation system of financial poverty alleviation expenditure in Hebei Province,so as to provide some enlightenment and reasonable and effective Suggestions for the future work of financial poverty alleviation performance evaluation.Firstly,this paper introduces the research content,research methods and innovation points formed in the writing process of this paper by analyzing the research status of the use efficiency of domestic and foreign financial poverty alleviation funds and the performance evaluation of financial poverty alleviation funds,and points out the deficiencies of this paper.Secondly,it defines the related concepts of performance evaluation of financial poverty alleviation expenditure,principal-agent theory,performance evaluation theory of public expenditure and sustainable development theory,and other related theories of financial poverty alleviation performance,providing a theoretical basis for the construction of the index evaluation system.Thirdly,it analyzes the performance evaluation index of Hebei Province's financial poverty alleviation expenditure and the status quo of Hebei Province's financial poverty alleviation expenditure performance evaluation system,which provides technical support for the following part.Thirdly,3E principle is adopted to design and construct the performance evaluation index system of fiscal povertyalleviation expenditure in Hebei Province from three aspects of economy,efficiency and effectiveness,and the index and index weight are determined by combining questionnaire survey method and analytic hierarchy process.Finally,a typical poverty alleviation village in Hebei Province was selected for empirical analysis of the designed evaluation index system,and the performance evaluation of the village's financial poverty alleviation expenditure was carried out.Based on the evaluation score,some Suggestions were put forward for the village.
