Study On The Poverty Alleviation Through Agriculture Industrialization Of X-city In Hebei Province Under The Background Of Accurate Poverty Alleviation

Since the 18 th national congress of the CPC,under the guidance of xi Jinping's strategy of poverty alleviation and development,our country has integrated the poverty alleviation and development work into the five-sphere integrated plan and the four-pronged comprehensive strategy to arrange the deployment.In order to achieve the goal to pull all people out of poverty by the end of 2020,implement the strategy of targeted poverty alleviation,government has made poverty alleviation a top priority in achieving the development and the first livelihood project,as the baseline goal of building a moderately prosperous society in all respects,firmly establish the development concept of innovative and coordinated green development and sharing.Currently,precise poverty alleviation entering a crucial stage,industry is the realization of the effective path for poverty alleviation.Excavate potential regional characteristic industry,enhance the ability of poor people out of poverty,change the poor situation,effectively reduce poverty base are the key to solve the poverty problem.At the beginning,this paper sorted out theresearch achievements of world poverty alleviation work and China's targeted poverty alleviation system and industry poverty alleviation path.Through the research of relevant literature,field research and other methods,with the guidance of poverty vicious cycle trap and unbalanced development theory,based on the analysis of the status quo of research for poverty alleviation about X city,Hebei Province.This paper Seriously analyzed the condition of industry for poverty alleviation,and found out some problems which is obstruct the development.Such as relevant role internal condition poverty,alleviation mechanism is unsound,poverty alleviation project play a limited role,process supervision and performance appraisal mechanism is unsound.Based on the principle of sticking to the problem guiding principle,aiming at achieving the goal of precise application of the policy,we should further improve the development-oriented poverty alleviation work,and put forward five countermeasures for the driving force of industrial poverty alleviation: the first isto clarify the responsibilities of the poverty-relief roles,the second is to improve thescientific nature of the poverty alleviation work,the third is toimprove the effect of industrial projects,the forth is to strengthen the process regulation and performance appraisal.In order to provide some reference for the government's scientific decision deployment and the industrial poverty alleviation project,implement the government's social security policy and the original intention of poverty alleviation and development policy.
