Theoretical And Practical Research On Village Land Use Planning

Socialism with Chinese characteristics has entered a new era,and the main social contradictions in our country have been transformed into contradictions between people's growing needs for a better life and unbalanced and inadequate development.Among them,the development of rural areas is seriously unbalanced.In the course of its development,problems have emerged such as the indiscriminate occupation of farmland,the blind expansion of rural construction land,and the deterioration of the ecological environment.In order to promote rational allocation of land and sustainable utilization of resources,the state encourages the formulation of village-level land use plans in areas where conditions permit.Various provinces and cities have carried out the planning work of pilot villages,and the academia has also carried out extensive research and discussion.This paper sorts out the research on village-level land use planning at home and abroad,summarizes the research progress of village-level land use planning,and combines the compilation practice of Huangcheng and the surrounding four villages to carry out the research on village-level land use planning connotation,theoretical methods,planning objectives,planning contents,technical points and other issues.The main contents include four parts: The first part is the relevant theories of village land use planning,including chapters 1 and 2.This paper mainly introduces the research background,purpose and significance,sorts out and summarizes the research on village-level land use planning at home and abroad,defines the relevant concepts of village-level land use planning,and puts forward the theoretical basis for the preparation of village-level land use planning,which provide the theoretical bases.The second part is based on the practical research carried out in Huangcheng and four surrounding villages,mainly involving the contents of chapters 3,4,5 and 6.The article introduces in detail the planning scope of the research area,the collection and analysis of basic data,the determination of planning objectives,the delineation of spatial patterns,the detailed internal planning,etc.The third part is chapter 7,which puts forward the technical points of village-level land use planning.Based on the practice of Huangcheng and its surrounding four villages,this paper puts forward the technical points of village-level land use planning,including the process of preparation,the requirements of results,the preparation mode,etc.The fourth part,chapter 8,is the conclusion and discussion.This paper mainly expounds the conclusion of the paper,points out the innovation points and shortcomings of the paper,and discusses the problems that still need to be solved.The results show that as a detailed and practical planning,the village land use planning is characterized by strong operability,high public participation,reflecting the characteristics of the village and the consistent maps and numbers.The article determines the theoretical basis of village-level land use planning,including sustainable development theory,systems engineering theory,location theory,game theory,public participation theory,and urban-rural development integration theory.Based on the practical research in Huangcheng and the surrounding four villages in Shanxi Province,this paper has defined the process of village-level land use planning,has determined that the planning results mainly include written results,map results,database,etc.and has put forward the compilation modes of " top-down " + " bottom-up ","spatial pattern delineation +use calibration(including indicators)+detailed planning within villages".Which are applicable to villages with the development model of "tourism +agriculture".This paper provides theoretical reference for the competent departments to formulate relevant laws and regulations,and also provides reference for other villages.
