| The pension insurance system of government organs and institutions in China was first established in December 1955.The State Council issued the interim measures for the treatment of Retirement of functionary of State organs and the interim measures for Retirement of State organs functionaries.These two documents were issued.It marks the beginning of a long double-track operation of the old-age insurance system of the organs and institutions of our country.The "double-track system" of the old-age insurance system refers to the same employees of urban enterprises.Because of the different nature of the units participating in the work,and the implementation of a different pension insurance system,that is,the employees of urban enterprises participate in the pension insurance of urban enterprises.The staff of the organs and institutions are directly issued by the finance.A pension.With the development of economy,the double-track system of old-age insurance system has exposed a series of problems.One is that the personnel of institutions and employees of urban enterprises are implementing different systems in the old-age insurance system,and there are also different calculation methods and different treatment adjustment methods for the old-age insurance premium paid.The "scissors gap" of the treatment gap is becoming larger and larger,which is not conducive to social equity and social harmony;Second,the post-retirement treatment of personnel in institutions and institutions is borne by the local government,which increases local financial pressure,and the aging population also increases the pressure on social insurance payments;third,it is because it is different from the old-age insurance system implemented by enterprises,such as If you leave an agency or institution,you will not be able to enjoy the "benefits" of receiving a pension without paying a fee,which hinders the normal mobility of the staff of the agency and institution to the enterprise.The call for reform of pension system is getting higher and higher.It is imperative to reform the pension insurance system of organs and institutions.Under this situation,on January 14,2015,the State Council issued the decision on the Reform of the Endowment Insurance system for the staff of organs and institutions,which indicates that the reform of the "double-track system" of the old-age insurance system in China has been launched for the first time in the whole country.At the beginning of April 2015,the State Council issued the measures of occupational annuity for organs and institutions,which more meticulously defined the relevant supporting measures of the reform.At present,most of the provinces actively respond to the reform,pushing forward the reform of pension insurance institutions and institutions entered a substantive phase.Taking the reform of old-age insurance system in Shucheng County,Liuan City,Anhui Province as the research object,combining with the domestic and foreign relevant theoretical achievements and domestic relevant policies and regulations,this paper applies the method of literature review and interview,and makes use of the method of literature review and interview.Four kinds of research methods,such as questionnaire investigation and statistical analysis,have combed the development and change of the endowment insurance system of the staff of the government institutions in Shucheng County.And expounds the present situation of the reform of the old-age insurance system of the organs and institutions in Shucheng County.Then,this paper analyzes some problems faced by the old-age insurance system of Shucheng county and public institutions in the preparation stage of implementation and the reasons for these problems.And put forward the countermeasures to promote the reform of the old-age insurance system of the government institutions in Shucheng County.The countermeasures put forward for specific reasons include:promoting the establishment and perfection of relevant policies and regulations,increasing revenue and reducing expenditure,reducing local financial pressure,and enhancing the management capacity of social security agencies.We should optimize the management of individual account funds and call for the perfection of the top-level design of the old-age insurance system.Through the above-mentioned approaches,we will promote the reform of the pension insurance system of the organs and institutions in Shucheng County,and truly realize the unity of rights and obligations.It is of practical significance to enrich the reform theory of the endowment insurance system of the institutions and institutions of our country. |
