In recent years, With the city’s rapid economic development, more and more cars go into the ordinary family, but due to the limited resources of road traffic, the traffic of many large and medium-sized cities began to deteriorate. As the static traffic of the city, the parking’s healthy and orderly development has a special role in the effective functioning of the entire urban transportation system. Currently, parking has become a problem in many large and medium-sized cities. However Blindly increasing the supply of parking spaces will lead to greater demand for parking, So how to quickly and efficiently alleviate the problems of urban parking is particularly important. As a moderate economic means, parking policy through the price leverage effectively regulate parking needs to change the way people travel, and reasonable and effective parking fee can also promote private capital investment in parking, improving the urban parking environment. Therefore, the policy of the city parking fees has a very important significance.As one of the four municipalities, Tianjin’s vehicle ownership as the top of the list in the country, the parking problem has also become the most intractable problems of urban transport development in Tianjin. To alleviate Tianjin Parking difficult situation, the study of parking policy is particularly important. The article begins with an elaborate theory of parking and parking fees, provide a theoretical basis for the study of parking in Tianjin below. Then mainly analyzes the existing problems in the Tianjin parking, and through the introduce of the domestic and international experience, the article provide the countermeasures to solve the parking problem in Tianjin, such as:moderate to raise parking rates to encourage private capital investment in parking; refine points of parking standards, improve the parking structure, which consist primarily of sub regional differentiation charge, improve the charges gap between different regions; implement differential fees for different types of parking; implement differential fees for different types of vehicles; time period and sub duration of differentiated charges; improve parking management level of the market; Encourage people to reduce parking behavior by variety of ways; residential areas and business units open up to the outside world by collecting fee. But it is important to note that through parking policies alleviating the parking problem is not just to raise parking fees, so that people give up parking. Reasonable parking standards should be from the perspective of people’s livelihood, the rational allocation of different regions, different times of the parking standards.it is not only necessary to meet the parking needs of the people, but also must be able to effectively regulate parking needs to change the way people travel.
