Study On The Plight And Countermeasures Of Targeted Poverty Alleviation For Low-income Farmers In Wenzhou

China has made great achievements in poverty alleviation after decades of exploration and practice,.The number of poor people has decreased from 250 million in the 1970 s to about 70 million as of today.Although the achievements are satisfactory,the shortcomings of poverty alleviation policies in regards of targeting and effectiveness have become increasingly prominent.There are problems such as formalism and fraud which still exist in poverty alleviation work.In the decisive stage of building a moderately prosperous society in all aspects,there is still a long way to go for the poverty alleviation,and it is urgent to promote the transformation of poverty alleviation model from being extensive to being targeted.As an economically developed region,the private economy of Wenzhou has created brilliant achievements,and accumulated a great number of private capital,which can prevent too large gap between the rich and poor.Wenzhou government attaches great importance to the issue of poverty alleviation,it also made some achievements in recent years.In 2015,all the five underdeveloped counties in Wenzhou city successfully lifted themselves out of poverty.In 2016,according to statistics,the per capita income of low-income farmers in the city was 10,607 yuan,a year-on-year increase of 19.2%.This article makes the analysis that Wenzhou adopts policies on poverty alleviation including promoting transfer employment of low-income farmers labor,implementing action of "industrial development assistance”,widening the channel of the low-income farmers’ income,in-depth implementation of action "moving assistance in backward areas",improving production and living environment of low-income farmers,in-depth implementation of “financial assistance action”,improving of the low-income farmers production and living environment,in-depth implementation of the "financial support for poverty alleviation action",laying solid foundation of low-income farmers start-up capital,in-depth implementation of "social assistance coverage action",raising the level of low-income farmers to ensure and improve the regional transportation,so as to break through bottlenecks for farmers to get rich.These measures have achieved good results while some shortcomings began to appear.According to some data obtained through field research and interviews,the current poverty alleviation mode in Wenzhou is extensive and the management is not in place,which limits the further deepening of poverty alleviation.The problems are mainly reflected in the deviation of poverty identification,weak driving capacity of poverty alleviation industrial projects and imbalance of poverty alleviation management.In the face of the dilemma of further implementing targeted poverty alleviation,this paper puts forward some targeted measures on the basis of reviewing relevant literature,investigation and interview.In the accurate identification of poor households,it carries out dynamic monitoring of poor households through the promotion of township cadres,and adopt innovative identification mechanism to achieve the accurate identification of poor households.Giving play to the leading role of the government,improve the self-development ability of poor households and other ways to promote the implementation of targeted industrial poverty alleviation,and establish an industrial risk warning mechanism to enhance the industry’s risk resistance;Promote the poverty alleviation through the construction of responsibility supervision mechanism of targeted poverty alleviation.
