Discussion On The Optimization Of Targeted Poverty Alleviation Paths In Ethnic Minority Areas

Since the reform and opening up,Comrade Deng Xiaoping has put forward the t heory of making some people rich first,driving and helping others in other areas and gradually achieving common prosperity.Since the 1980 s,China’s poverty alleviation w ork is actually the best interpretation of Deng Xiaoping’s theory.The people who have become wealthy have helped and driven the people who are still on the edge of pov erty to achieve poverty alleviation by 2020 as scheduled.This is a very good experie nce since China’s reform and opening up.It has great influence all over the world.O ver the past decades,China has also made great efforts to remove the hats of the poo r.Through the efforts of the government,China has also made considerable achieveme nts in poverty alleviation.However,in the past,poverty alleviation has always been a kind of scattered poverty alleviation,with great efforts and little effect.This leads to a phenomenon that poverty alleviation occurs every year,and it can not help the poor to get rid of poverty every year.It is based on years of extensive experience in pov erty alleviation that general secretary xi jinping proposed the corresponding long-term t argeted poverty alleviation mechanism during his visit to xiangxi,hunan province in 2013.Targeted poverty alleviation is more important than previous extensive poverty all eviation in terms of accurate identification,accurate assistance and accurate manageme nt.Targeted and effective ways of assistance are adopted to put the work of poverty alleviation into practice.This paper selects aba Tibetan and qiang autonomous prefecture for research and discussion of targeted poverty alleviation.First,it starts from the definition of the con notation of targeted poverty alleviation and is supported by anti-poverty theory,refined social governance theory,maslow’s hierarchy of needs theory and common prosperity theory,through the analysis of the geography,the humanities,the climate of aba prefect ure,disaster profile information as well as the current precision on the implementation of specific measures for poverty alleviation,the region of aba current poverty alleviat ion work for more comprehensive objective summary and academic discussion.Second,through the deep analysis,and find out the precise series of problems existing in the poverty alleviation work in the region,Based on the current problems of accurate identification is not accurate,pair support work hard to be successful,the poor "waiting,r elying and demanding" ideas,trace management,and policy understanding gap and other issues in the targeted poverty alleviation work in this region.Through in-depth analysi s of internal reasons,it mainly includes a series of reasons,such as unscientific accurat e identification method of poor population,inadequate grasp of basic information of h ouseholds and villages,low party spirit of village cadres,lack of dynamic managemen t of information of poor households,insufficient internal impetus of poverty alleviation through industrialization,as well as local economic,cultural and political factors that stimulate poverty return,etc.Finally,this paper integrates the collected data through l iterature review,field interview,case study and other research methods to achieve mas tery through a comprehensive.At the same time,based on the data of poverty alleviat ion work published on sichuan poverty alleviation office,aba Tibetan and qiang auton omous prefecture poverty alleviation office and other websites,systematic investigation and analysis were conducted.Therefore,it puts forward relevant countermeasures for t argeted poverty alleviation in minority areas,mainly including innovation improve the accurate recognition mechanism,set up scientific evaluation mechanism,give full play to external forces,strengthen the idea of mass education,strengthen the efforts in our selection and training,such as the five steps,Finally,a relatively complete optimizati on path and assistance mechanism for targeted poverty alleviation will be formed.The study of targeted poverty alleviation in this region and the discovery and continuous improvement of problems will be of great help to the smooth and timely poverty alle viation in this region,and have certain reference significance for the poverty alleviatio n work in ganzi prefecture,liangshan prefecture of sichuan province and other similar regions in the country.
