| In March 2018,the institutional reform plan of the State Council was introduced,which integrates the historical segmentation of the!,blockM administrative agencies,and proposes the establishment of the Ministry of Natural Resources and the establishment of the National Space System Plan.The Ministry of Natural Resources and other relevant functional departments of natural resources have carried out the exploration of land and space planning system and planning coordination mechanism.From the policy-oriented point of view,territorial spatial planning has moved to the central position of the national governance system.From the position of planning control,planning control is becoming more and more important in planning management.At the same time,the construction of ecological civilization requires us to examine regulation from a new perspective.This paper chooses County spatial unit as the main level of research.County-level units mainly face the management level of implementation.From the perspective of county planning and management of Yizheng City,based on the new industry development needs and policy orientation,this paper puts forward solritions to explore a new model of territorial spatial planning.Firstly,the paper reviews and summarizes the relevant research and practice of land and space planning at home and abroad,and analyses the general situation of Yizheng city and planning related work.It finds that there are lagging decision-making and unclear process in the planning management of Yizheng city;the planning system is complex and the quality is uneven;the planning lays stress on compilation rather than implementation,and the control is insufficient;the planning evaluation,feedback,and supervision and assessment mechanism is not perfect;Lack of talent,lack of cohesion and other issues.Through the analysis,it is found that the land planning and management of Yizheng City lacks efficient decision-making mechanism;the technical foundation is weak and the unified spatial planning system is lacking;the coordination of departments is not smooth and the unified centralized management of powers is lacking;the benign maintenance guarantee,the platform of public participation and supervision is lacking of systematic training,and the mechanism of systematic training and cadre team training is lacking.Aiming at the related problems,this paper finally tries to explore a new way of spatial management of land planning in Yizheng City.Firstly,it is necessary to establish a multi-level decision-making mechanism of land spatial planning.We should improve the deliberation mechanism of municipal committees,improve the decision-making system of bureau meetings and innovate the regular meeting system of departments.The second is to establish a unified and coordinated system of territorial spatial planning and give full play to the leading role of planning.We should clarify the division of powers,do a good job of vertical "county(city)level plarming";pay attention to overall coverage,build a horizontal "1+X+Y" territorial spatial planning system;and pay attention to the "three major" core development issues of the government in the light of local needs.Third,we should improve the strict and efficient space control system and give full play to the role of govermment control.We should make joint efforts to control,strictly abide by the "three districts and three lines1’;revitalize the stock,improve the efficiency of land use;integrate the examination and approval,and improve the licensing system of use control.Fourth,we should improve the sound operation system of dynamic adjustment and ensure the implementation and supervision of planning.Establish a reasonable and effective evaluation,feedback and assessment mechanism;build a platform for Yizheng land and space work to assist space control;explore ways of comprehensive supervision and public participation.Fifthly,we should strengthen the construction of talent team and improve the overall quality.We should pay close attention to cadre training,normalize the training of practitioners,actively introduce experts,expand management advisory groups,and build up the cultural identity of the Bureau of Natural Resources with cohesion.From the point of view of county planning and management in Yizheng City,based on the new industry development needs and policy orientation,this paper puts forward the solution to explore a new model of territorial spatial planning.To provide reference for the planning and management work of Yizheng Natural Resources Bureau and guide the local government management practice,in order to solve the problems encountered in the local territorial spatial planning and management. |
