A Study On The Efficiency Of The Special Anti-Poverty Funds In Jiangxi Province

Poverty problem has always hindered the stable development of our country.The Chinese government has always adhered to the principle of "building a well-off society in an all-round way and achieving common prosperity".Since the Reform and Opening,especially since the mid-1980 s,China has carried out organized,planned and large-scale poverty alleviation and development in rural areas across the country.Generally,the rural poverty alleviation and development,which lasted for more than 20 years,has four stages: institutional reform to promote poverty alleviation,large-scale development-oriented poverty alleviation,poverty-relief,and poverty alleviation and development in the new era.In the past five years,China has amazed the world by the achievements of reducing more than 13 million poverty people each year.According to the characteristics of poverty in different periods,the poverty alleviation policies and measures should be studied in different directions or methods.Based on the poverty theory,combined with the national and local poverty alleviation policies,this thesis has repeatedly participated in the special verification work of third-party poverty-stricken counties at the national,provincial,municipal and county levels during the graduate period,and conducted field visits to counties and cities throughout the country.We had an in-depth understanding of the current situation of poor areas and poor people.It not only enhanced my understanding of the meaning of poverty and the terrible poverty,but also enhanced my understanding of absolute poverty,relative poverty and the extremely poor people,as well as the understanding of relevant government departments,and summed up three characteristics: reality,complexity and heredity.The most terrible poverty is that you don't have the money to save your life.To help the poor,it should be said that the government helps them get rid of poverty and get rich,instead of blindly asking for the government.If they have the idea of getting rid of poverty,they will not be far from a well-off life.The state's policies toward the poor are not only large but also of high quality.They have invested a large amount of financial resources to support poor rural families.However,under such a good policy,some people have not been well implemented,and some poor households are still as poor as usual.The relatively affluent families have become a slogan for poor households to start shouting out of trouble.This is indeed true.Starting from poverty alleviation funds,it is most intuitive to reflect the importance attached by the central and local governments to poverty alleviation.This thesis describes the poverty situation of 11 cities in Jiangxi Province,uses the DEA method and establishes a scientific and rational input and output index system of poverty alleviation fund to measure the efficiency of poverty alleviation funds in Jiangxi Province and analyze the scale reward of the input and output of poverty alleviation funds.In addition,some units of input and output invalid units are analyzed in depth.Finally,the DEA projection analysis is used to analyze the input redundancy ratio and the output deficiency ratio and the slack variables.This is of great practical significance in the later stage of poverty alleviation.The study shows that the overall poverty alleviation funds in the 11 cities of Jiangxi Province are not efficient.In today's era of poverty diversification,the income of the poor is still a hard indicator.Under the premise of ensuring the housing security of the poor,the poverty alleviation industry and employment promotion is another major direction to increase the income of the poor.According to the current economic growth rate of China,it is very necessary to study the efficiency of poverty alleviation funds.
