| Poverty is one of three major issues in today's development of society. Poverty alleviation is a long and arduous task. In our country, the large-scale poverty alleviation began in 1986. Ever since then, the incidence of poverty significantly declined, and our job has made remarkable achievements, however the remaining poverty shows characters like that it's concentrated in distribution, poor in natural conditions, and deep in degree. These add the difficulty of the job of poverty reduction. Studying the use of funds of government poverty reduction is of great practical significant importance for our country to improve the poverty alleviation.This article focuses on the structure, the source, and the investing direction of poverty alleviating funds in China in the 21st century. The author uses statistical analysis, regression analysis, impulse response analysis, as well as variance decomposition method. By constructing several mathematical models, this article examines the relationship between invest of funds and poverty alleviation. Finally, the author puts forward her own recommendations, according to the empirical results.This article is divided into six parts: Chapter 1 is introduction, to introduce the research background, significance, contents and methods; Chapter 2 describes the theoretical basis of topics, including the need for government intervention, the basic strategy of poverty reduction, the features of use of poverty funds in China and foreign countries, as well as the principles and methods for performance evaluation of poverty alleviation funds. In Chapter 3, direct analysis of the data is given from several different aspects such as the source structure, the investing direction and the performance. In Chapter 4, statistical analysis, regression analysis, impulse response analysis, and variance decomposition method are used by constructing a series of mathematical models, then obtains the means to improve the performance of poverty alleviating funds. Chapter 5 summarizes the four main risks in the operation of poverty alleviating funds, and makes recommendations to avoid these risks. Chapter 6 is conclusion. |
