Research On The Use Efficiency Of Anti-poverty Funds In Jiangxi Province

Poverty is one of the intense social problems in the world, eliminate poverty is the common goal of human society. Governments around the world are all fight for this aim.China is the largest developing country all over the world, in a long period of the past time, as too many reasons, poverty has plagued China for years.From the reform and opening up in1978, the Chinese government begins to take strong measures, after stage efforts, China’s poverty relief work has reached a great achievement. According to the millennium development goal of the report by the United Nations, it is expected that in2010, the poverty rate in China will fall to about5%in2015. And poverty relief funds is an important impetus to the development of the poverty alleviation work, every year the governments at all levels in China put into a lot of money for rural poverty in solving the problem of poor areas. These funds played a significant and profound effect in improving the production and living conditions of the farmers and promoted the social economic development of the poor areas. The use efficiency of Anti-poverty funds get a great attention as to process of the continuously poverty alleviation work development. And as one of the poorest provinces in China, the structure of the rural poverty in Jiangxi is more complex, after the new period, Jiangxi poverty alleviation work have been made certain achievements,however at the same time,it is also faced with severe challenges, in order to cope with the new challenges of poverty alleviation and reveals relief fund in the usage, analyze the existing problem of the use efficiency of anti-poverty funds in Jiangxi is not only important theoretical role,but also practical significance place.Based on the previous studies, this article using Jiangxi Province’s21national key poverty counties’seven years panel data, from2004to2009, selected farmers per capita net income as the dependent variable, and from the two angles which the source of poverty relief funds and poverty alleviation funds to invest, we selected central financial anti-poverty fund, credit anti-poverty funds, work-relief funds and aquaculture in poverty alleviation funds, poverty relief funds of the agro-industrial, infrastructure construction anti-poverty funds, human capital anti-poverty funds as an independent variable, using stochastic frontier analysis to make an research on the efficiency of poverty alleviation funds.Through the study of this paper, tie writer draws four conclusions:Firstly, the usage efficiency levels of funds in21national key poverty rural is generally low. However, they all have a good development trend, the use efficiency of anti-poverty funds raise year by year. Secondly, Jiangxi Province, various forms of the capital that help deficient up to impoverished area rural per capita net income has significant positive effect. Thirdly, the Jiangxi provincial work-relief funds on the net income of farmer average per capita contribution is higher than the central financial anti-poverty fund and the credit anti-poverty funds; and the infrastructure construction funds in various investments on income effect best. Fourthly, the Jiangxi province countryside human capital level is low; it contributed little to the income.
