Research On Targeted Poverty Alleviation Theory And Practice In The New Era

The formation of targeted poverty alleviation theory in the new era has profound theoretical sources and distinct era background.The anti-poverty thoughts of classical Marxist writers and successive leaders of the Communist Party of China are the theoretical sources of the targeted poverty alleviation theory in the new era.Under the guidance of their anti-poverty theory,General Secretary Xi led the people of the whole country to explore the precise way of poverty alleviation in the new era.The new era has new features of new normal economy,new social contradictions and new tasks of poverty alleviation.It requires that poverty alleviation work should change its thinking of poverty alleviation and complete new historical tasks in accordance with the new characteristics of poverty alleviation.Starting from Xi Jinping's important exposition on targeted poverty alleviation and the relevant policies and measures issued by the government,and on the basis of defining the concept and connotation of targeted poverty alleviation,this paper summarizes the main contents of targeted poverty alleviation theory: in terms of goals and concepts,it aims at targeted poverty alleviation and building a well-off society in an all-round way,and takes five development concepts as guiding concepts;in terms of subjects and objects,the government,market and society are the subjects of poverty alleviation,and poor rural areas and poor people are the objects of poverty alleviation;In terms of measures and requirements,"five batches" are concrete measures,and "six precisions" are inherent requirements;in terms of system guarantee,it mainly discusses the organizational leadership system and working mechanism.The theoretical characteristics of targeted poverty alleviation lie in its overall systematicness,practical realism,specific pertinence and people's standpoint.It inherits and develops the Marxist anti-poverty theory,enriches Xi Jinping's socialist thought with Chinese characteristics in the new era,and guides the historic achievements of China's poverty alleviation work.Under the guidance of the theory of targeted poverty alleviation,the practice of targeted poverty alleviation has been continuously promoted.In order to better understand the practice of targeted poverty alleviation,we selected five administrative villages in Dushan Town of Heze City for field investigation.The research found that the working group of the first Secretary of Qilu University of Technology,guided byXi Jinping's important exposition on targeted poverty alleviation,carried out targeted poverty Alleviation Policies and measures,implemented the work of accurate identification and exit of poor households,and adopted precise assistance measures to help local people get rid of poverty and become rich.Among the specific poverty alleviation measures,they use greenhouse fruit and vegetable cultivation to alleviate poverty through industry and cultivate the development of local characteristic industries;in order to make up for the shortcomings of local basic education,they integrate government and social forces to alleviate poverty through education;in view of the imperfect local infrastructure and public services,they strengthen infrastructure construction and improve the human settlements environment,and have achieved good results in poverty alleviation.At the same time,the successful experience of targeted poverty alleviation in other areas is worth learning,such as strengthening infrastructure construction,promoting industrial poverty alleviation,fostering endogenous power and strengthening the construction of grass-roots party organizations.Accurate poverty alleviation has entered the critical stage of poverty alleviation and achieved remarkable results in poverty alleviation.At the same time,there are also some problems in the concrete practice of accurate identification,industrial poverty alleviation,coordination of the subjects of poverty alleviation and the guarantee of poverty alleviation resources,which to some extent affect the effectiveness of poverty alleviation.In view of these problems existing in the practice of targeted poverty alleviation,this paper puts forward some countermeasures and suggestions on continuously optimizing and innovating the targeted poverty alleviation system and mechanism,continuing to construct the pattern of large-scale poverty alleviation,fully tapping and exerting the endogenous power in the rural poor areas,and complementing the shortcomings of infrastructure and public services.
