A Study On Xi Jinping's Thought Of Targeted Poverty Alleviation

Since 18 th CPC National Congress,Xi Jinping has put forward the thought of targeted poverty alleviation from the height of governance.On the one hand,the Marxism,the excellent Chinese traditional culture and the anti-poverty theories of the successive leaders of the Chinese Communist Party provide theoretical support for the emergence of the thought of targeted poverty alleviation.On the other hand,the cause of poverty alleviation in China has been faced with the new social reality: the new normal state of the economy,switch of major social problems and the reality faced in traditional mode of poverty alleviation compel us to adopt a new guiding ideology and take a new way of poverty alleviation.With a high sense of responsibility and mission,Xi Jinping promotes firmly the work of targeted poverty alleviation,forming the thought of targeted poverty alleviation which focuses on "Whom To Support ","Who Will Support","How To Support" and "How To Accomplish".On identifying the objects of poverty alleviation,"real","accurate","precise" are the requirements.Regarding the distribution of responsibilities for poverty alleviation,the targeted poverty alleviation requires an assignment of responsibilities at different administrative levels and an enhancement of core role of the cadres in the villages.Regarding the measures for poverty alleviation,the targeted poverty alleviation requires enhanced responsibilities of the government while paying attention to public awareness so as to form a combined force in poverty alleviation.Regarding the effects of poverty alleviation,the targeted poverty alleviation requires a schedule of poverty alleviation for a long-term mechanism of poverty alleviation.The thought of targeted poverty alleviation is different from the previous ones as it has three characteristics: the bottom line of the poverty alleviation goal,the embeddedness of poverty alleviation and the innovation of poverty alleviation mechanism.It aims at taking the people as the center,implementing the new concept for development and promoting social equity and justice.Meanwhile,Xi Jinping's thought of targeted poverty alleviation has important significance of the times.It constitutes an important part of Xi Jinping's new era of socialism with Chinese characteristics,establishes an action plan to win the fight against poverty,provides an important guarantee for realizing the Chinese nation's great revitalization and contributes Chinese wisdom in a program to reduce poverty in the world.In order to deeply implement Xi Jinping's thought of targeted poverty alleviation,it's necessary to define the directions for a breakthrough in targeted poverty alleviation from three aspects:optimization of the major subjects,mechanism and resources;optimization of the multiple subjects by improving system of poverty reduction,achieving three transformations of cadres in the villages,encouraging participation of social organizations and strengthening the abilities of the poor;optimization of the work mechanism of targeted poverty alleviation by improving the recognition,the support,the management and the evaluation mechanisms,and optimization of resources through innovated education as well as industrial,financial and PPP modes.
