Since the 1980 s,with the rapid development of the tertiary industry,the industrial structure of the economy has been adjusted and upgraded,and the competition in the international market has increasingly shifted to the comprehensive national strength.Because of its high economic and social benefits,high-tech industry has gradually become a pillar industry to promote a new round of global economic growth.In order to be in an advantageous position in international competition,all countries in the world are devoting themselves to promoting the development of high-tech industries,especially paying more attention to the important role of technological innovation ability in the development of high-tech industries.Therefore,scientific evaluation and research on the technological innovation ability of high-tech industries in China is of great significance to promote the sustainable development of China's economy.Firstly,this paper draws on the research results of other scholars and defines the basic connotation of high-tech industry and technological innovation capability,and takes economic growth theory,innovation theory and competition theory as the theoretical support of this paper.Then it introduces the general development situation and input-output situation of technological innovation capability of high-tech industry in China.Through a large number of data support analysis,the existing problems and breakthroughs of China's high-tech industry development are concluded.Secondly,four factors affecting the technological innovation capability of high-tech industry are analyzed,and 13 indicators are selected from them to construct the evaluation index system of technological innovation capability of high-tech industry based on the principles of scientificity,purpose and feasibility,and the meaning of the selected indicators is explained.Then it explains that factor analysis is chosen as the main evaluation method of technological innovation ability because of the selection of a large number of indicators and data,and the basic principle of factor analysis is briefly introduced.Furthermore,factor analysis is used to evaluation and research on technological innovation capability of China's high-tech industry from both regional and industrial perspectives.The factors of technological innovation and environmental absorption are selected to represent the vast majority of the information in the original data,and comprehensive ranking is carried out by calculating the score of the factors.It is concluded that different scores of technological innovation factors are the main reasons for the unbalanced development of China's high-tech industries between regions and industries,which shows that the input-output ability of technological innovation factors is the decisive factor for the development of high-tech industries.Finally,the paper puts forward some countermeasures and suggestions to improve the technological innovation ability of China's high-tech industry,including increasing the investment of innovation resources and ensuring the rational allocation of technological innovation resources among regions and industries.At the same time,we should pay attention to the protection of intellectual property rights,improve the digestion and absorption ability of imported technology and increase the R&D and production of core products.
