Research On The Influence Of Institutional Environment On The Technological Innovation Ability Of High - Tech Industry

High-tech industry is the product of new knowledge and high technology development in the era of knowledge economy, it is a knowledge intensive and technology intensive industries. Dedicated to the transformation of economic in our country in recent years,vigorously develop the high-tech industry, it has an important role in improving the competitiveness of our country and region, and to promote the optimization and upgrading of industrial structure in our country and the region and the fundamental change of the economic growth pattern has an irreplaceable role. The development of technology innovation activities has become the important way of regional development in our country. Promote technology innovation ability of high-tech industry, is beneficial to form a new growth point of regional economy,narrow the gap between the development of backward areas and developed areas,enhance the comprehensive competitiveness of various regions, and further enhance the overall competitiveness of our country. The technology innovation activities are under the environment of a certain system, the technology innovation ability of high-tech industry is not only derived from the good economic development and a certain amount of research and development personnel and research institutions, also comes from a good institutional environment. A good institutional environment will greatly enhance the technology innovation ability. The institutional environment of our country is affected by various factors, and exist a certain degree of difference,this is bound to have an important impact on the technology innovation ability of high-tech industry. So in this paper, deeply research the institutional environment for the influence of the technology innovation ability.This paper take the technology innovation ability of high-tech industry in our country’s 30 provinces, autonomous regions and municipalities directly under the central government as the research object, the influence of institutional environment on technology innovation ability as the research subject. On the basis of reading alarge number of domestic and foreign related research literature, based on the related theory of the technology innovation and the institutional environment, selecting the relevant data of high-tech industries in 2014, using the method of factor analysis and linear regression analysis, deeply discusses the institutional environment for the influence of the technology innovation ability. First of all, this paper based on the evaluation index system construction principle and related theory, construct the evaluation index system of the technology innovation ability of high-tech industry,including resources ability, research and development manufacturing ability, ability to absorb the transformation, innovation output capacity, a total of 4 level indicators and18 secondary indicators, using factor analysis method to evaluate the technology innovation ability of high-tech industry in our country’s 30 provinces, autonomous regions and municipalities directly under the central government. The evaluation results show that: the technology innovation ability of high-tech industry in our country is uneven, the eastern coastal areas were significantly higher than those in the western underdeveloped regions. Secondly, this paper selects four indicators to measure the institutional environment, which is the financial support, the degree of marketing, the level of talent incentive and the development of intellectual property,using SPSS17.0 software to use linear regression analysis method, respectively empirical analysis of the financial support, the degree of marketing, talent incentive level and the development of intellectual property on the impact of technology innovation ability. The evaluation results show that : four indexes are positively correlated with the technology innovation ability, the level of financial support, the degree of marketing, the level of talent incentive and the development of intellectual property have a promoting effect on technology l innovation ability, in other words,the improvement of institutional environment is conducive to improving technology innovation ability of high-tech industry. In the end, on the basis of relevant conclusions, this paper puts forward the corresponding countermeasures and suggestions, in order to promote the technology innovation ability of high-tech industry in various regions of our county.
