Research On The Innovative Development Of Snow And Ice Industry In Jilin Province From The Perspective Of Supply-side Structural Reform

The snow and ice industry has become an emerging industry in the national economic system and a new growth point of regional economic development with its characteristics of environmental protection,low consumption,large radiation effect and high economic returns.At present,the global ice and snow industry market development presents the industrial pattern of "one center,three regions",and China has formed the northeast,north China and northwest three ice and snow industry clusters.Thedevelopment of snow and ice industry in Jilin province is constantly expanding,and its contribution and role in the development of China's snow and ice industry are becoming more and more obvious.However,in the face of the competition situation of globalization of snow and ice industry,the unbalanced development structure ofsnow and ice industry in Jilin province is still prominent,and the contradiction between low-end supply and high-end consumer demand of snow and ice industry needs to be solved urgently.Obviously,the previous development means cannot fully adapt to the needs of the new situation,so it is imperative for the snow and ice industry in Jilin province to start from the supply side and promote its structural reform and innovative development.Based on the perspective of supply-side reform,this paper studies the innovation and development of the ice and snow industry.The research content is divided into three levels.Firstly,this paper expounds the current domestic and foreign research status of supply-side structural reform and the innovation and development of ice and snow industry.Through the research and description of the theoretical origin,practical significance and implementation path of supply-side structural reform by leading scholars in China,the connotation,core,requirements and great significance of supply-side structural reform are clarified.Through the comparative analysis of the research direction and content of the innovation and development of the ice and snow industry at home and abroad,the urgency and necessity of the innovation and development of the ice and snow industry are clarified.Secondly,based on industry globalization development pattern of snow and ice,snow and ice from Jilin province industry development present situation,this paper use specific data display of ice and snow in the field of industry enterprises,talents,resources,environment,mechanism and so on,the development level of reflects the realistic problems in the development of ice and snow in Jilin province,namely in the industrial chain,supply of talent,resources supply,environmental planning,the shortage of the industrial system,combined with ice and snow in Jilin province industry supply and demand environment,competitive environment and macro environment,to explore the factors which restrict the development of the snow and ice industry.Finally,by location with snow and ice industry developed countries abroad and domestic city of ice and snow industry innovation development experience comparative analysis,and based on the current industry development key,ice and snow found snow in Jilin province industrial development is not balanced with the contradiction between market demand is growing increasingly highlight,snow and ice must be on the supply side of structural reform in the practice of innovation and development.Supply side structural reform under the background,combined with the current Jilin province ice industry development present situation as well as the practical problems existing in the objective,ice and snow in Jilin province industry to industry innovation and development,should meet the "five pillars of a system," the reform of the objective requirements,at the same time to build up the framework for innovation on the reform of supply side goal of development plans.Based on the innovation of Jilin province ice industry development as the goal,combined with "to the enterprise as the main body,supported by talent,take the market as the foundation,based on the environment and mechanism to guarantee" the supply side of structural reform and innovation development idea,from the system and mechanism,enterprise,market,talent,environment of snow and ice industry innovation and development put forward specific policy recommendations.The research on the innovation and development of the snow and ice industry in Jilin province can not only enrich the theoretical basis for the innovation and development of the snow and ice industry,but also promote the deep practice of the revitalization of the old industrial base in northeast China and the supply-side structural reform in Jilin province.
