An Empirical Analysis On The Structural Reform Of Supply-side And Low-carbon Development In China's Electric Power Industry

In the context of the increasing contradiction of energy and environmental protection,China,which is an economy into the "new normal",is facing a dual task of solid economic slow growth and low carbon green development.However,the power industry is the highest fossil energy consumption and the highest carbon emissions industry.And then,in the shock of a new round of power reform,the structural reform low-carbon power development for the supply side will be an unavoidable task.In this chapter,the total factor productivity of the power industry is taken as the substitution variable of the supply-side reform.Secondly,from the perspective of the producers of the power industry,the carbon dioxide emission in the power industry of the provinces and cities are completely decomposed into six the driving factors by the LMDI decomposition method.They are as follows: regional GDP,power consumption coefficient,elasticity of supply and demand,power production structure,energy intensity,energy structure.In addition,this paper introduces the total factor productivity which the alternative variable industry of the reform policy is into our model.By collecting the macro-micro data and empirical analysis from 2002 to 2009,the panel data model is used to quantify the "6 + 1" driving factors of power industry emission.The empirical results show that the total factor productivity of electricity production of each province has been improved in different degrees,and there is a convergence phenomenon.At the same time,the influence factors of the contribution rate of CO2 emission reduction in power production industry are as follows: energy intensity,elasticity of supply and demand,power production structure,power consumption coefficient,regional GDP,energy structure,the structural reform of supply-side.The policy measures implemented by the government are used as a reference for the contribution rate of the driving factors to the electricity emission.And in order to promote the low-carbon development of the power industry,the government should form a "package" of emission reduction measures by combining the structural reform of supply-side and upgrading power plant energy-saving technologies.
