Research On The Performance Evaluation Of Precision Poverty Alleviation In Linyi City

The eradication of poverty has always been a problem that the Chinese government attaches great importance to and has been working hard for.China's poverty alleviation and development began in the 1980 s.After nearly 40 years of unremitting efforts,hundreds of millions of people have escaped poverty and lived a prosperous and happy life.However,the shortcomings in the past poverty alleviation system have made the poverty alleviation process low.The problem of quality and inefficiency has always existed,and extensive poverty alleviation has been unable to adapt to the current situation of poverty in China.To this end,China carried out accurate poverty alleviation work in 2013 and achieved good results.However,there have been many problems in the precision poverty alleviation work,such as the identification of poor targets,the single poverty alleviation pattern,and the lack of scientific poverty alleviation performance evaluation of poverty alleviation work,which has affected the effect of precision poverty alleviation.In this regard,it is necessary to scientifically evaluate the effects of precision poverty alleviation and propose corresponding countermeasures.This paper uses the analytic hierarchy process and entropy method to scientifically evaluate the performance of precision poverty alleviation in Linyi City,and obtains the following main conclusions:(1)In order to do a good job in poverty alleviation,Linyi City has formulated a series of policy measures in the areas of industrial poverty alleviation,financial poverty alleviation,education poverty alleviation,poverty village infrastructure construction and policy linkage,and formed a relatively complete poverty alleviation mechanism.Good play has played a leading role in the government's poverty alleviation work.(2)The construction of accurate poverty alleviation performance evaluation index system should follow the principles of comprehensiveness,scientific principles,practical principles,and quantitative and qualitative analysis.According to objective reality,the accurate poverty alleviation performance evaluation index system consists of three first-level indicators: precise implementation,poverty alleviation measures and poverty reduction effectiveness.Accurate identification,precision assistance,special poverty alleviation,infrastructure,income level and poverty status are 6 levels.Indicators and population identification accuracy,poor population exit accuracy,poverty alleviation cadre assistance ratio,poverty alleviation fund use efficiency,financial capital investment,education poverty alleviation,tourism poverty alleviation,industrial poverty alleviation drinking water transformation,dilapidated housing renovation,road hardening,relocation,Per capita GDP,per capita disposable income,income growth rate of poverty-stricken population,poverty-stricken population,poverty rate and poverty-stricken village exit rate constitute 18 tertiary indicators.(3)Through the comparison of the advantages and disadvantages of the performance evaluation methods such as expert survey method,analytic hierarchy process,ring ratio scoring method,principal component analysis method and entropy method,after taking the balance and referring to the opinions of other experts and scholars,the analytic hierarchy process and entropy method are adopted.Combine to determine the weight of the indicators for accurate poverty alleviation performance evaluation.(4)The performance model for accurate poverty alleviation adopts a comprehensive model combining AHP and entropy method.Through the analytic hierarchy process model and the entropy method model,the subjective weight and objective weight of the precision poverty alleviation performance evaluation index are obtained respectively,and the comprehensive weight of the precision poverty alleviation performance evaluation index is calculated.Comprehensive evaluation index by heavy weights and poverty data calculated Linyi City precise numerical poor performance,poor accuracy Linyi comprehensive performance ranking from high to low is: is Yishui County,Fei County,Lan Ling County,Yinan County,Junan County and Pingyi County.(5)After analyzing the results of the performance evaluation of Linfen City's precision poverty alleviation,it is found that Linyi City still has some problems in the precision poverty alleviation work.First,the identification of poor targets is inaccurate,affecting the accuracy of accurate identification and accurate exit;second,the poverty alleviation pattern is relatively simple,hindering the market and society to play a corresponding role in poverty alleviation,and weakening the effect of poverty alleviation;third,the lack of scientific poverty alleviation performance evaluation of poverty alleviation work,No further work can be improved.
