Research On The Partially Poverty Household's “Wait,Depend,and Ask For” In Precise Poverty Alleviation

In the process of implementing the poverty alleviation policy in some areas,there is a phenomenon of over-emphasizing physical poverty alleviation and neglecting spiritual poverty alleviation.In addition,while solving the poverty problem,it objectively leads to the dependence of poor households on poverty alleviation policies,so that they can obtain poverty alleviation support,lost the subjective initiative of poverty alleviation,neglect the improvement of their own abilities,and reduce the participation during the process of poverty alleviation projects.Then generate the problem of dependence,which made the poverty alleviation work have little effect.Therefore,it is crucial to study the performance,harm,formation causes and solutions of the problem of dependence.This paper is mainly composed of five chapters.The introduction summarizes the studying results on the issue of the problem of dependence by collecting domestic and foreign literatures.Foreign scholars emphasize the importance of spiritual poverty alleviation in the process of poverty alleviation,and believe that poverty alleviation through physical input cannot be fundamentally solve the problem of poverty,if we want to solve the problem of poverty fundamentally,we must increase employment opportunities and encourage people to participate in full-time work.Domestic scholars believe that if we want to solve the problem of the dependence,we must implement spiritual poverty alleviation,while implement doing the physical poverty alleviation.At the same time,in the field of public policy,policy implementation is the interaction process between policy subjects,public policies,implementation methods,and policy objects.In the implementation of public policy,the problem of any part will affect the effectiveness of policy implementation.Collecting domestic and foreign literature on poverty alleviation in the context of public policy,it is found that there are few studies on the issue of “waiting for the right” for some poor households in the process of accurate poverty alleviation.The first chapter and the second chapter are based on the research methods of text analysis and observation,expounding the performance and harm of the problem of dependence.The performance includes “crossing” each other,striving to be poor households,believing in destiny,and losing poverty.Ambition,low subjective initiative,excessive dependence on the government,greed for poverty alleviation funds,and refusal to “get rid of poverty”;The harm mainly including increases the chances of returning to poverty,increases the government's economic burden,weakens the confidence of social forces to participate in poverty alleviation,and hinders the process of building a well-off society in an all-round way.Based on the current situation of the participation of poor households in the process of poverty alleviation and the analysis of the performance and harm of the problem of the dependence of poor households,the third chapter mainly analyzes the problem of the problem of dependence from the perspective of policy target group participation.The reasons for this are classified into three categories.First,the imperfect poverty alleviation policy includes “transfusion-type” poverty alleviation projects,misalignment of policy objectives,poor policy flexibility,and lack of incentives for policies.Second,deep-rooted poor culture formed by poor households for a long time.Thirdly,inappropriate social comparison psychology mainly describes some people who do not understand the detailed information of poor households and compare them with inappropriate society.Based on the reasons for the problem of dependence of poor households.The fourth chapter gives suggestions on how to solve the problem of “waiting for the poor” of poor households from the establishment of correct policy-oriented mechanisms,the elimination of the deep-rooted poverty culture of poor households,and the elimination of inappropriate social comparisons in the process of poverty alleviation.The innovation of this paper is that it does not analyze the problems existing in the process of precise poverty alleviation from the perspective of policy implementation bias,but from the perspective of policy targets,namely,poor households,and grasping the impact on the effectiveness of precision poverty alleviation.Study by the question of "to be".Furthermore,by summarizing the manifestations of the problem of “waiting for the right” of some poor households in different regions in the process of accurate poverty alleviation,the performance and harm of the problem of “waiting for the right” of poor households are given.Based on the performance of poverty-stricken households,they analyze the causes of the problem of “waiting for the right” from the perspectives of poverty alleviation policy,poverty culture and poverty-stricken households.Based on the analysis of reasons,suggestions for solving this problem are given.It is found that this paper has an important guiding role in effectively identifying and solving the problem that some poor households are “equal to the demand”.
