Xi Jinping propose the concept of "precise poverty alleviation" in Hunan province in 2013,and make important instructions of "seek truth from facts,adjust measures to local conditions,classification guidance,precise poverty alleviation".Precision is opposite to extensive for poverty alleviation,it is governance mode according to the different situation of different areas of poverty population,scientific and effective way to use the optimized integration of resources for poverty alleviation program assistance to poverty alleviation object is used to identify the precise,accurate and precise management of poverty.Since the concept of precision poverty alleviation is raised,the CPC central committee and the state council attaches great importance and actively implement series of policy documents."China’s rural poverty alleviation and development program(2011-2020)" pointed out that we will achieve 70 million poor people across the country out of poverty in 2020.To achieve this goal is not an easy thing.Our country is in a critical period of anti-poverty battle to chew hard stuff,in order to achieve this goal,build a well-off society in an all-round way,realize the common prosperity,various provinces and cities have established to fulfill military order,we need to actively carry out the work of poverty alleviation throughout the country,conscientiously implement the national policy,accurately identify the various poverty targets,and implement targeted measures to ensure that the poor get rid of poverty.This article,selecting Jining city as the research object,has carried on the field research to the accuracy of the city’s poverty alleviation policy under the perspective of governance.Starting with the current situation of rural poverty in Jining city,this article carried on the concrete analysis about the poor,living characteristics,and the present situation of rural poverty alleviation work,and summarized the poverty alleviation process,results,and specific practices.By deep investigation on the current status of the poverty alleviation and development of Jining,this paper makes a comprehensive analysis about the city’s poverty alleviation and development experience and results,and points out its existing problems.By analyzing the poverty theory and governance theory at home and abroad,the article constructs the theoretical basis of research of Jining poverty alleviation,and puts forward the corresponding countermeasures and suggestions,for further promote the local poverty alleviation and development work,also for reference for the similar regional poverty alleviation and development work.At the same time,the paper makes a comprehensive summary on the Jining poverty alleviation and development practice and effect,with strong theoretical practical significance.
