With the transformation of social economy,the employment situation is becoming more and more flexible,and the number of flexible employees is increasing.This part of the group has also been paid more and more attention by the national society,especially the flexible employment group at the middle and low income level.Their employment status,income status,living status and other living conditions are related to social stability.Informal employment as our country's current situation.As an important form of employment,this part of the group's pension insurance participation is the focus and difficulty of the next full coverage of China's pension security plan,and the social security of low and middle-income flexible employees has increasingly become the focus of national society and scholars[1].In reality,although the government has made relevant regulations on the conditions and process of participation of flexible employees,there are still many problems in the participation of low-and middle-income flexible employees in old-age insurance,such as the low level of economy,the inability to pay for old-age insurance,the ignorance of old-age insurance policies and other factors,which lead to the reluctance of low-and middle-income flexible employees to participate in old-age insurance.The problem has blocked the goal of full coverage of the old-age insurance in China and threatened social stability.Therefore,how to improve the willingness of flexible employees to participate in the old-age insurance has become an urgent social issue to be solved.After confirming the research background and significance of the pension insurance willingness of the middle and low income flexible employees,this paper combs and summarizes the relevant research at home and abroad.This paper summarizes the importance and necessity of flexible employees'pension insurance,the present situation and problems of flexible employees'pension insurance,the influencing factors of flexible employees'pension insurance willingness,and the policy suggestions to improve the willingness of flexible employees'pension insurance in China.In this paper,the four important concepts of middle-low income,middle-low income flexible employees,old-age insurance and insurance willingness are clearly defined.The life cycle hypothesis,Beveridge social security theory and rational choice theory are the theoretical basis of this study.On this basis,the study of pension insurance willingness of middle-low income flexible employees is carried out.Before empirical analysis,this paper explains the particularity of middle and low income flexible employees and their participation in pension insurance.According to the current situation and previous research,it summarizes the influencing factors of the willingness of middle and low income flexible employees to participate in pension insurance at the theoretical level.On this basis,it designs the relevant dimensions of the questionnaire.Degree and problem lay the foundation for empirical research.This paper investigates the pension insurance willingness of the middle and low income flexible employees in Jinan,collects the original data by questionnaire survey,and analyses the collected data by logistic regression and descriptive statistics.It draws a conclusion that the pension insurance willingness of the middle and low income flexible employees is related to their age,education level and income water.According to the results of logistic regression analysis and the survey of satisfaction degree of middle and low income flexible employees with various aspects of old-age insurance,the paper puts forward that we should pay attention to policy publicity,improve the income level of flexible employees,determine more flexible payment years,implement more flexible payment standards,and strengthen the supervision of employers.Five policy recommendations,hope that through this study to improve the willingness to participate in pension insurance for low-and middle-income flexible employees to provide theoretical and practical basis for the study of pension insurance for low-and middle-income flexible employees through the research and investigation of this paper.
