In 2014,the term " new normal" began to appear in the public eye,and the emergence of the new normal means that China's economic development speed from high-speed growth to medium and high-speed growth;Economic structure optimization and upgrading;The driving force of development changes from factor driving,investment driving to innovation driving.Under this great economic background,the flexible forms of employment,which has emerged since the establishment of market economy system,has made a certain contribution to solve the employment problem of some people,promote social harmony and stability,promote economic development and so on.And the rapid development of the internet industry in recent two years is the birth of many new forms of flexible employment,flexible employment in the further growth and long-term existence of the team.However,mainly for enterprises and other formal employment sector employees to design compulsory insurance of urban workers basic Pension Insurance system,for flexible employment personnel,although there is a certain freedom,can choose according to their own situation insured or uninsured,payment grade can also choose their own,but in practice the insured situation is much more complex,due to the complex composition of flexible employment groups,engaged in different industries of flexible employment personnel own characteristics are different,so due to their own characteristics,income level and other conditions of the differences lead to their willingness to participate in basic Pension Insurance are also different.Many flexible employees are unable to participate in the basic Pension Insurance due to the limitation of income level,which makes the old-age life not guaranteed;Either due to the rise in the base payment,the final interruption of payment,or that the basic Pension Insurance treatment is low,can't meet their own needs and not willing to participate in the insurance.Therefore,the study of flexible employment for different needs of social endowment insurance and the willingness to participate in the insurance,to improve the Pension Insurance system in China has a reference significance.Based on the existing research results,this paper analyzes the willingness of flexible employment to participate in the basic Pension Insurance,firstly defines the concepts of flexible employment,Pension Insurance,the willingness to participate in the insurance and other related concepts,and briefly combs the relevant theoretical basis;Secondly,combined with the survey data of flexible employment groups in Nanchang city,the reasons for the differences in the willingness to participate in the insurance of different flexible employment were analyzed and summed up the problems in the process of their participation.Thirdly,according to the foreign pension insurance system design for flexible employment,we draw the inspiration of how to attract flexible employment insurance in China.Finally,according to the different characteristics of flexible employment personnel,this paper puts forward some countermeasures and suggestions to improve the willingness of flexible employment personnel to participate in the insurance.
