The Research On Demand Of Outsourcing Service-Based On Risk Perspective

Recently,Chinese agriculture has developed very fast and the government has been promoting modernization of agriculture and appropriate scale management with the outsourcing service.Now the shortage of labor in agriculture field has been an increasingly greater problem.Since the phenomenon of rural labor transfer is very common,the remaining labor in rural area are usually the old and the female,which could be a potential problem for the sustainable development of agriculture.But the outsourcing service could help solve this with the advantage of technology and other ample resource.However,what is the situation of the demand for outsourcing?Is the demand of outsourcing service same for each production link?Although the outsourcing plays a significant role in the labor substitution,the supervision is still a problem.As agriculture is not like industry,a standard field,the output does not have a direct relationship with the input,the farmer would face some risk when they adopt this service.So what will the demand for outsourcing service be under the condition of the advantage of labor substitution and potential risk?Thus,our research will study the situation of outsourcing service in rice with description analysis and econometric analysis,based on the survey data.This study will focus on the situation and effect factors of demand for outsourcing service from the angel of both labor substitution and risk and try to find method of ensuring the sustainable development of outsourcing service in agriculture field.Our study shows that the situation of demand for outsourcing service is good,but there is a significant difference among different production links.The demand in soil preparation and harvest are relatively high while the demand in pest control and fertilization are low.From the whole viewpoint,the demand for outsourcing service is mainly affected by the migrant working ratio and the risk appetite.This result could prove that outsourcing service plays the role of labor substitution again.Also,the demand for outsourcing service would be affected by risk appetite because there is some supervision problem in outsourcing service.The specific result is:The expense of total outsourcing increases as the migrant working ratio increases;the expense of total outsourcing service increases if the farmer prefers more risk.However,there is a significant difference in the effect factors of demand for outsourcing service among different production links.The migrant working ratio has positive impact on the demand for outsourcing service in both soil preparation and harvest.On the other hand,the risk appetite has significant positive effect on the demand for outsourcing service in pest eontrol?fertilization and harvest.With regard to the risk perception of different production link,difficulty of mechanization evidently influences the demand for outsourcing service in soil preparation and harvest.In addition,difficulty of result examination markedly influences the demand for outsourcing service in pest control.Based on the result above,we suggest?Firstly,the government should support the outsourcing service with more policy convenience and financial aid,reducing the cost of outsourcing service;Secondly,migrant working should be encouraged and this could also spur the demand for outsourcing service;Thirdly,the demand for outsourcing service should be paid attention to in each production link and the government might make more regulations in order to reduce the transaction cost,especially the supervision cost.
