In 2013, the global economy is still in the period of adjustment profoundly. The economic transformation and upgrading in China is in the key period. Structural adjustment is the main direction of economic transformation. As the economic artery in China, structural adjustment of the financial industry is imperative. This requires financial institutions to focus on the main business. For the non-main business, financial institutions should reduce cost, and enhance the core competence through the way of outsourcing. Financial service outsourcing is extending of the financial industry value chain and the important content of structural adjustment in the financial industry. With the advancement of China’s financial reform and enhance of the financial services opening degree, the developing speed of financial service outsourcing is faster and faster. As Chinese financial center and one of the demonstration cities of service outsourcing, the level of financial service outsourcing development of Shanghai is the nation’s leading status. On Sep.30, 2013, China(Shanghai) Pilot Free Trade Zone is built. In the field of financial services, negative list expands the offshore service outsourcing business and provides a golden opportunity for the innovation and development off financial service outsourcing. The financial service industry will be opened fully in Shanghai.Financial service outsourcing belongs to knowledge and technology intensive industries. Its competition in the final ananlysis is the competition of talents. Among the cost structure of financial service outsourcing companies in China, the cost of human resources is the bigges, which accounts for about 60% of operating cost in the companies. The cost of market accounts for about 40%, and the cost of R&D only accounts for 4%. Human resources are the most important and the most active factor of productivity. In the development of financial service outsourcing, talents are the key. With the building of China(Shanghai) Pilot Free Trade Zone, the volume of business about financial service outsourcing will rise sharply. As a result, the financial institutions will have a great demand for financial talents. Although there are a lot of college graduates every year, the talents who can satisfy the demand of companies are few very much, especially the advanced talents. The contradiction between supply and demand of financial service outsourcing talents is emerging gradually.This paper selects Shanghai service outsourcing demonstration area and professional service outsourcing park as research sites and understands the present developing situation of Shanghai financial service outsourcing and the present situation of the supply and demand of talents through field interviews. Based on this, this paper quantificationally analyzes the supply and demand of Shanghai financial service outsourcing talents and predicts the supply and demand of Shanghai financial service outsourcing talents in the next five years via gray system model and multiple linear regressions. Finally, according to the problems of the supply and demand of Shanghai financial service outsourcing talents and suggestions which are attained though field interviews, this paper puts forward the corresponding strategies.
