Study On The Evaluation And Optimization Of Financial Management Of Government Reserve Departments Under The New Government Accounting System

Financial management is a management problem of sustainable development.Over the past 60 years since the establishment of the national material reserve,it has played an important role in various periods of socialist revolution and construction and made positive contributions to the cause of socialism.Especially in nearly a decade,the state material reserves to seriously implement the state council approved the national planning of strategic materials reserves decade "(2006-2015),growing total warehouse capacity,inventory goods,variety structure optimization continuously,reserve warehouse infrastructure and scientific management level have greater progress,be in the service of national economic construction and national defense construction is an important part of.However,with the reform and change of the financial management system,the problem of financial management of the closed reserve material management department becomes more and more prominent,which restricts the development of national material reserves.Adopted literature research and field investigation,this paper mainly studied the current situation,financial management problems of jiangxi administration of stockpile,through the analysis of the background of jiangxi administration of stockpile financial management organization structure,personnel,financial revenues and expenditures and reserve of jiangxi province bureau of materials on the basis of analysis on system of combining the corresponding administrative institutions financial management research,found that jiangxi administration of stockpile financial security system in financial management,financial disclosure system,budget execution supervision system,internal control system of process problems,such as system of budget management system,Financial management system implementation external environment and internal process control put forward the government reserves department financial management system optimization path.Externally,we should seek to improve financial security,enhance financial management awareness,and implement ideology into the system.Internally,we should strengthen the system construction and supplement in each stage of budget,sort out the internal control requirements of key financial behaviors,and make clear the system responsibility to people.
