The rapid development of new generation information technologies and artificial intelligence,such as the Internet of things,big data and cloud computing,has had a profound impact on economic growth and industrial transformation.At the same time,the consumption ability of residents keeps improving and their requirements on the quality of consumer goods are constantly upgraded.However,the development of China's traditional logistics industry is faced with the problems of small scale,scattered distribution and disorganized management of logistics enterprises,backward formulation of logistics informatization standards and application of information technology,lack of high-quality logistics talents,high total cost of social logistics and low service efficiency,which are difficult to meet the requirements of economic transformation and consumption upgrading.To promote the development of modern service industry and improve the level of economic development,people need to constantly promote the integration of new generation of information technology and traditional logistics in economic practice,that is,to vigorously develop smart logistics.The development of smart logistics is an important part of high-quality economic development and will provide an important opportunity for regional economy,industrial structure adjustment and consumption upgrading.Therefore,how to provide necessary support for the sustainable and healthy development of smart logistics in the region is an important topic that needs to be strengthened.Based on industrial development theory,modern logistics theory,system theory and existing research results,combining with the development course,basic characteristics and development trend of China's smart logistics,this thesis discusses the concept and connotation and basic framework of smart logistics,and analyses the support system needed for the development of smart logistics from five aspects:policies and regulations,social economy,information technology,talents and industry funds.In addition,according to the support system of smart logistics development,this thesis constructs an evaluation index system consisting of 4 first-level indicators and 18 second-level indicators from the four dimensions of social and economic support,information technology and equipment support,talent support and industry funds support.Then,relevant data from 2013 to 2017 are collected from 30 provinces and cities in mainland China(except Tibet)and factor analysis method is used to empirically analyze the current situation of the support system for the development of smart logistics in Anhui.The empirical analysis results are as follows:(1)Lateral view,as for 2017,Anhui's current situation of support system construction for smart logistics development ranks 17th in 30 provinces and cities in mainland China(except Tibet),which is after in the average level,not only falling behind the Beijing,Tianjin,Shandong,Shanghai,Jiangsu,Zhejiang,Fujian,Guangdong and other eastern coastal developed provinces and cities,and lagging behind in Henan,Hubei,Hunan and other central provinces,at the same time,not as good as the Yangtze river upstream of provinces and cities such as Chongqing,Sichuan.Specifically,Anhui's logistics network density and other logistics infrastructure construction status is in the forefront of the country,which has a certain comparative advantage;the construction of logistics informatization and the overall level of informatization of Anhui is on the low side,falling behind the western provinces such as Qinghai,Ningxia and Xinjiang.The overall situation of Anhui's macroeconomic development,human resources and scientific research is moderately good,but Anhui is at a relative disadvantage in terms of the number of scientific researchers.(2)From the longitudinal perspective,from 2013 to 2015,Anhui ranks higher and larger for two consecutive years,that is,from 24 in 2013 to 13 in 2015,while from 2015 to 2017,the ranking falls slightly for two consecutive years,that is,from 13 in 2015 to 17 in 2017.(3)From a comprehensive perspective,there is still a certain gap between the construction of the support system for the development of Anhui's smart logistics and the developed provinces and cities in the eastern coastal areas,some provinces in the central region and some provinces and cities in the Yangtze river economic belt;but Anhui has huge development potential.The government's relevant policy support has an important impact on the development of Anhui's smart logistics.Based on the general law of industrial development and the development characteristics of smart logistics,this thesis analyses the support system required by the development of smart logistics,enriches the research objects of industrial development,and provides new thinking for the theoretical research and practice of industrial development support system.In the process of research,this thesis highlights the problem orientation and targets developed areas through comparative analysis and quantitative research methods to find out specific deficiencies,so as to provide certain theoretical support and practical guidance for the construction of the support system for the development of smart logistics in Anhui and other regions.In view of the deficiencies in the construction of support system for Anhui's smart logistics development,the thesis holds that three aspects can be improved:accelerate the Anhui's informatization construction and improve the level of logistics modernization;optimize the talent environment in Anhui and strengthen the advantages of scientific research talents;promote the Anhui's high-quality economic development and the upgrading of logistics consumption.
