With the development of economy and society and the progress of science and technology,the urbanization process of various countries is constantly advancing.It is very necessary to explore a new urban model matching the current urban development situation.At the same time,the emergence of a new generation of information technology represented by cloud computing,big data and the Internet of Things provides a new direction and power for the transformation of the urban model,thus the emergence of a new model of smart city.At present,all provinces and cities in China are actively promoting smart city construction in response to national policies,but some problems will inevitably be encountered in the implementation process.In order to make the city more clear about its development direction of smart city construction,it is particularly important to evaluate and measure the effectiveness of smart city construction.Therefore,this paper constructs a set of evaluation index system of smart city construction level,and takes Xi ’an city as the application object to test the index system.Firstly,the paper defines concepts related to smart city and evaluation index system by combing domestic and foreign literatures.Then the input-output model and satisfaction evaluation theory are introduced,which lays the theoretical foundation for the construction of evaluation index system in this paper.Secondly,based on the input-output model,under the guidance of systematic,scientific,critical and operable principles,under the people-oriented value orientation,starting from the three dimensions of input,output and effect,the smart city evaluation index framework is built and the index system is selected.Then,the expert consultation method is adopted to revise the index system and ahp is used to set weights,forming the final evaluation index system of smart city construction level.Then,this paper selects Xi ’an city as a case to carry out application research on the index system,so as to verify the feasibility of the evaluation system constructed by the paper,and analyze the empirical results.At last,the author puts forward some further thoughts on promoting the application of index system from the aspects of perfecting superstructure and optimizing evaluation index design. |
