China's market regulation system has been through a number of reforms since the reform and open-up,and continual explorations with fruitful results have been made in regulation modes and efficiency.Reforms on market regulatory bodies,which aimed to perfect the market supervision system and further advance the socialist market economy,have been deepened nation-wide since the 18 th National Congress of the Communist Party of China.In recent years regional regulatory bodies have conducted different trial reforms based on local situations and have made some achievements.A new round of reforms on government and national organizations were started,as the Program for Deepening Government and National Organizations was passed in 2018.As is clearly mentioned in the Program,the reform on market regulation and the implementation of uniform market regulation play a key role in building a unified,open,competitive and orderly modern market system.In order to improve the market regulation system,carry out the strategy of enhancing product quality,build a market of honesty,trust and fair competition,further advance comprehensive law enforcement for market regulation,strengthen safety regulation on product quality,and reassure the people of their purchasing rights,consumer goods quality and food safety,powers of the State Administration for Industry and Commerce,the General Administration of Quality Supervision,Inspection and Quarantine the General Administration on Food and Drugs,and the Anti-monopoly Office of the State Council,the executive regulatory and anti-monopoly power of the National Development and Reform Commission and the anti-monopoly power on concentrated proprietors of the Ministry of Commerce have been combined and restructured,founding the State Administration for Market Regulation,an organization directly under the State Council.Zhanhua District,as a pilot district for the reform on market regulatory bodies in Binzhou,explored new regulatory modes and achieved success to an extent.Based on a thorough investigation and study on the district's primary market,this research conducts an in-depth analysis of the problems in primary market regulation,uses research findings at home and abroad as reference,and poses practical measures and suggestions for strengthening regulation on primary markets.These measures and suggestions are practically significant for a new round of reforms on market regulatory bodies and future regulation onprimary markets.The thesis is divided into six chapters.Chapter One is the introduction,telling the background and significance of the research subject,the current state and trend of domestic and foreign market regulation researches,and the research objective,content and methods.Chapter Two is concept-related.By defining the concept of market regulation and explaining its theoretical base,this chapter serves to set the major content and category of this research and clarify the connotation and extension of market regulation for readers,therefore defining the research areas of the this thesisChapter Three presents an analysis on the current state of primary market regulation in Zhanhua District.The analysis on the legal power,structure and performance of the Zhanhua Market Regulation Bureau makes readers aware of the market regulatory bodies' obligations.Chapter Four discusses problems in primary market regulation in Zhanhua District.Major problems include lagging in legislative building,a lack of regulation capability,the increase of risks in duty performances,low-level digitized regulation,unitary and outmoded regulation mode,and low compatibility in coordination and cooperation.Chapter Five analyses the causes of these problems from different perspectives,such as the imperfect legal system,the weak regulation team-building,the patchy incentive system for cadres,inadequate awareness of risk avoidance,flawed system integration and operation,and the influences of a multi-layer regulation system.Chapter Six offers measures to strengthen primary market regulation in District.Based on the analysis above,this chapter concludes that effective measures are perfecting the legal system for market regulation,solidifying team building of cadres,adopting performance appraisal modes,increasing the awareness of risk avoidance,improve the digitization of regulation,and establishing a new pattern with which the entire society can make contribution to primary market regulation.
